She said Goodson then stumbled into the kitchen, bleeding and carrying a Subway sandwich that he had bought on the way home.But according to law enforcement, Franklin County Sheriff's Deputy Jason Meade — who at the time was working for a U.S. Marshal task force that was seeking another suspect — saw Goodson drive by and flash a gun. Police say Meade later confronted Goodson near his car and asked him to drop his weapon. When Goodson refused, Meade fired.Attorneys for Goodson's family say law enforcement's account of the incident omits "key details that raise cause for extreme concern" and allege that police mistook Goodson's sandwich for a gun.Despite law enforcement's claims that Goodson was armed as he drove by officers, they have not said if he was armed at the time the shooting took place. Goodson's family says that he was legally licensed to carry a concealed weapon.There is no video recording of the shooting on file, as Franklin County does not require police to wear body cameras, and its SWAT vehicles are not equipped with dashboard cameras.On Friday, Columbus Police Chief Tom Quinlan said he expects protests to take place throughout the city over the weekend."I hear the cries for this community. I hear your demands for answers, for accountability, for justice ... we understand the issues driving people to gather and speak out," he said. 2071

The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. You can see a list of the roads here (it starts on page 3)."The proposed projects will improve the overall condition of the roads and will protect roads from deterioration and costly future repairs," a county staff report said. Gov. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. The director of the Census Bureau says irregularities have been found during the numbers-crunching phase of the 2020 census. Thursday's announcement makes it less likely the statistical agency can meet a year-end deadline for handing in numbers used for divvying up congressional seats. The Census Bureau already was facing a shortened schedule of two and a half months for processing the data collected during the 2020 census — about half the time originally planned. “These types of processing anomalies have occurred in past censuses,” Census Bureau director Steven Dillingham said in a statement. “I am directing the Census Bureau to utilize all resources available to resolve this as expeditiously as possible. As it has been all along, our goal remains an accurate and statistically sound Census.”The Census Bureau wouldn’t say Thursday what the anomalies were or publicly state a new deadline for the apportionment numbers.Missing the Dec. 31 deadline for turning in the apportionment numbers would be a blow to President Donald Trump’s efforts to exclude people in the country illegally from being counted in the numbers used to determine how many congressional seats each state gets and how .5 trillion in federal spending is distributed.Once the president receives the numbers by the Dec. 31 deadline, the president has about a week or so from the start of the next Congress to transmit them to the House. If the Census Bureau delays turning in the apportionment numbers because of the processing problems, that transfer of the numbers could take place after President-elect Joe Biden takes office.Trump’s apportionment order has been found unlawful by three courts — in New York, California and Maryland. The Justice Department has appealed to the Supreme Court, which is hearing arguments at the end of the month. 1835
