SAN DIEGO (KGTV) — San Diego Sheriff's Department says deputies arrested a wanted man on Sunday who was openly carrying a loaded rifle in the East County.Lakeside deputies were called after witnesses reported a man walking around with a loaded M4 rifle around his chest, according to the department. Deputies responded and took the man and his weapon into custody. SDSO said the man was a wanted parolee and that he had a felony warrant stemming from a case involving an assault with a deadly weapon.It is also illegal for a convicted felon to be in possession of a firearm in California, the department added.The parolee's identity was not released. 658

SAN DIEGO (KGTV) -- Scooter riders near the beach are checking their rides a little closer following reports of a group of vandals cutting the brake lines on Byrd scooters in Pacific Beach. "That actually happened to me once in Key West. I had rented scooters and somebody had cut the gas line and we had to walk several miles,” said Jamie Gustine. It was a gas line then, but Jamie says now she’s forced to worry about cut brake lines when she rides. "My kids have ridden them, I have an 8 year old and a 12 year old who was riding the scooter as well, so that's where it scares me the most," she continued. Several people took to social media after the holiday weekend reporting a group of people cutting brake lines on Byrd scooters in Pacific Beach. "It's always something you're thinking about as a parent,” said Michael Cole. Michael Cole, thinking about it as he teaches his 7-year-old daughter to ride. "Somebody is eventually going to get hurt when you're doing something like that, especially down here by the beach, you grab a scooter, you're not thinking that someone cut the break lines."San Diego Police say you should contact the scooter company directly so they can remove the damaged scooters from the streets. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837
