CHONGQING, Dec. 11 (Xinhua) -- Environmental sanitation workers from southwest China's Chongqing Municipality have collected 78,000 tonnes of garbage from the Yangtze River near the Three Gorges Dam, ensuring the dam's safe and effective operation after its water level was raised.More than 68,000 workers in nearly 21,000 boats retrieved the garbage. In late October, the water level in the dam was lifted to its designed maximum of 175 meters, allowing the dam to play its full flood control, power generation, navigation and water supply roles, said Wang Yuankai, a Chongqing municipal work administrator.Raising the dam's water level increased the surface area of water in the dam. It also increased garbage collectors' workload, with about 60 percent more garbage appearing. The cleanup operation helped ensure the water quality of the dam and its navigability. The Three Gorges Dam is the world's largest water-control and hydropower project.

BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety. The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management. On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry. The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties. The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year. The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics. On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics. The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. After spending time in Beijing, he will travel to northeast China's Jilin Province.
