WASHINGTON, D.C. – When it comes to gun control in America, no state is confronting the issue harder right now than Virginia. For the first time in more than two decades, Virginia elected and just swore in a new state legislature controlled by Democrats. “Virginia is officially blue, congratulations,” said Gov. Ralph Northam, D-Virginia, on election night 2019. The new Democrat-controlled state legislature is vowing to pass gun control measures. That’s prompting some local governments to make their own moves by declaring themselves “Second Amendment Sanctuary” cities and counties. So far, more than 100 cities and counties in Virginia have declared themselves “Second Amendment Sanctuaries.” They’re not the only ones: from Florida to Colorado to Nevada and elsewhere, local municipalities are voting in favor of designating themselves “Second Amendment Sanctuaries.”But what does it even mean? Georgetown Law professor Mary McCord says what each declaration says varies from place to place. “Some are very much directly stating that county officials or city officials will not enforce state law that implicates or regulates, in any way, shape or form, gun ownership,” McCord said. “Others are simply espousing a support for second amendment rights.” In the end, though, she said the declarations do not hold up to legal scrutiny. “They really have no legal effect,” McCord said. “In Virginia, for example -- the Virginia Constitution and Virginia state law is very clear that it is the general assembly of the entire state -- not of any particular locality. The General Assembly makes the general laws and that those laws are supreme -- and any local ordinances resolutions, etc., that are inconsistent with those laws are void and have no effect.”Virginia’s attorney general has concluded the same thing and added that any gun control measures passed by the state legislature will be enforced. 1916

The most popular museums in Washington, D.C. are now closed until a deal can be reached to end the government shutdown. Tourist Staci Jones flew to D.C. from Texas to see the African American Museum, the Smithsonian's newest and most popular museum. “It is frustrating that the one thing I wanted to do, I’m not gonna be able to do before I leave,” Jones says. Adonai Mahoungou came to D.C. from Mississippi and also wanted to see the museum.“I was really disappointed because I was getting ready to go to museums, have some fun,” says Mahoungou. “And to see that because of a government shutdown, disappointing, because I was ready! I was excited! Dang.” In addition to all Smithsonian museums being closed, the National Zoo is also closed, including the zoo's popular giant panda web cam. Outside of D.C., the shutdown is forcing some national parks to close because of health and safety concerns. Understaffed parks cannot keep up with overflowing toilets and trash cans. “It was kind of smelling bad down there, and I don't know how it's affecting the park with human waste and everything,” says Yosemite National Park visitor Katie Kensok. As more people start to feel the pain from the shutdown, President Trump and new Congress now face more pressure to come up with a solution. “Being from Texas, I don't work for the government. I didn't think it would affect me that much, but now, I’m starting to see, yeah, it does affect people who don't work for the government in other ways,” says Jones. “I just wish they would come together.” 1557

Research shows the number of mass shootings has created an increased level of anxiety for a growing number of people. That’s the case for Mila Johns, who doesn’t leave her Maryland home as much as she used to. Johns feels defenseless and gripped by fear that she could become the next victim of a mass shooting. “I've changed my day-to-day routine,” she says. “I don't go to the movies. When we go out, I know where the exits are. I sit with my back to the wall. Sometimes it's easier to just not deal with it and stay home.” When she does go out, Johns went as far as buying a trauma pack—which includes trauma pads, sterile gloves, duct tape, bandages, dressing and antiseptic—to take with her. Johns’ 13-year-old daughter also carries on her backpack when she goes to school. “Sadly, that's where she's most likely to have to use it, it feels” Johns says. “And that's just heartbreaking.” Johns knows some people may feel she's overreacting, but she points out that research shows the amount of mass shootings in the U.S. this year has outpaced the number of days. That's according to Gun Violence Archive, a non-profit research group. It qualifies mass shootings as four or more people shot or killed, excluding the shooter. As of now, 2019 is on track to average more than one mass shooting a day.“We're at, I think on Sunday it was 251 mass shootings on the 216th day of the year,” Johns says. “It just feels inevitable.” Daniel Z. Lieberman, a professor of psychiatry at George Washington University, says although mass shootings are happening more frequently, it’s still very rare.“The risk of being killed in a mass shooting is about 1 in 100,000,” he explains. “Compare that to the risk dying from cancer, which is 1 in 7; dying in an automobile, that's about 1 in 100, so rationally, it just doesn't make sense to worry about that.” He says it's normal to have some anxiety after a tragedy, but he says people can get caught up with the idea of being in danger rather than the reality. “Anxiety is not a rational experience. It's an emotion,” he says. “And emotions often don't respond to facts, and particularly statistics, which tend to be very dry.”For Johns, she says she would be more comforted by action instead of numbers. “Statistics aren't helping anybody feel better when we are living in a culture where this just keeps happening and there's no desire or willingness to change,” she says. 2424
