SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ... SAN DIEGO (KGTV) -- Authorities in California have identified the sailor who died after being struck by a spinning helicopter blade as 32-year-old Lt. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.“Lt. James Mazzuchelli was an incredibly talented physician and Sailor,” said Col. Matthew Mowery, commanding officer of MAG-39. “His contagious enthusiasm, motivation, and love for the Marines and Sailors of HMLA-267 and MAG-39 has been evident in the outpouring of grief at his loss and the support being shown to his family and close friends. His willingness to join the Navy and elect to serve faithfully with the Marines should give a sense of pride to all of us who serve our country that we are surrounded by heroes every day. SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes.The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. SAN DIEGO (KGTV) - Conservationists planted dozens of Short-leaved Liveforever in a secret location Friday in an effort to help the succulent survive, according to San Diego Zoo Global Plant Division and the Chaparral Conservancy.The reason for the secrecy was due to the same two reasons the plant is endangered: Illegal harvesting and vandalism. David Hogan, Director of Chaparral Conservancy, lent seeds from an area in Torrey Pines to San Diego Zoo Global, which cultivated the plants for two years.Hogan grew up in San Diego and says his earliest memories are toddling around in nature. He says he's been keeping a close eye on these tiny plants for years, and is now thankful for the handful of grants from various agencies to make reintroducing Liveforever possible.The plant gets its name from its life cycle, sprouting leaves in the summer, and dying down to its root in the winter.Just off the trail, two yellow measuring tapes sat straight as arrows, creating a grid for the Zoo Global team to note where they planted root shafts. "[They're] pretty tiny; the only way we're going to find them is from these measurements," Joyce Maschinski, Vice President of Science and Conservation with Zoo Global said.She wasn't kidding. Looking down, the tiny plant blends right into the rocks surrounding it. Only a trained eye and careful steps keep these conservationists from stepping on the precious wildlife.Hogan said the Liveforever would grow about three times its size in a good year. In the summer, they can bloom beautiful flowers. That's part of the draw for illegal harvesters who sell the plants in Asia.Conservationists used tweezers to hold the roots in just the right place as they filled the marker-sized hole and watered the plants."Everybody knows that it's kinda hard to kill a succulent so they should be able to do well as long as we get them in there, in the right place to grow, and give them some water," Research Assistant with Zoo Global, Joe Davitt, said.Altogether they planted 46 root shafts across two locations."They're nowhere near as appealing to a lot of people as a, say, a baby polar bear or a giraffe, but they're just as equally important. They're part of the incredible biodiversity of life on earth," Hogan said.The Liveforever only grows in five places on Earth, between La Jolla, Carmel Valley and Del Mar, Hogan said."Sometimes it's appealing to go out onto the cliffs to get a better shot for the camera or the ocean or the sunset, but that's unfortunately where a lot of these really rare and endangered animals and plants live," Hogan said, encouraging people to stay on the trails."A lot of us who work with conservation connect with nature as home; this is where we go for comfort, this is where we feel the most connected with the rest of the world," he said. 2817
