Perez Arriaga was arrested after a dayslong manhunt as he prepared to flee to Mexico, authorities said.A casket carrying Singh's body and draped with an American flag was driven in a procession from Modesto into a theater in Newman where the marquee read "Ronil Singh Forever Remember" while several officers saluted.The casket was taken from the hearse into the theater for a viewing as the police department's 12 officers and Singh's family followed. A memorial service and burial is scheduled for Saturday in Modesto.Singh, who emigrated from his native Fiji to pursue a career in law enforcement, joined the Newman police force in 2011. The 33-year-old was married and had a 5-month-old son.Prosecutors said Perez Arriaga, 33, shot Singh after the officer stopped his vehicle to check if he was driving drunk. He has two previous drunken driving arrests, authorities said.At his first court appearance, Perez Arriaga told the judge that his real name is Paulo Virgen Mendoza, but authorities were still referring to him as Perez Arriaga in court documents. A complaint lists three aliases for him, including Paulo Virgen Mendoza.His attorney, Stephen Foley, questioned his client's mental competency, leading the court to delay the case until a mental health evaluation. New York, New Jersey and Connecticut are imposing a 14-day quarantine on incoming travelers from states with a high transmission rate of the coronavirus."We worked really hard to get the viral transmission rate down, and we don't want to see it go up," New York Gov. Andrew Cuomo said. "So we are jointly instituting that travel advisory today."The travel advisory will apply to states with two criteria: States that have an infection rate above 10 cases per 100,000 people and states where 10% of the total population test positive. It becomes the third museum to add emoji to their digital collections. The New York museum acquired the “person with headscarf” and “inter-skintone couple” emoji for its burgeoning collection of digital assets. The museum plans an exhibition explaining the significance of the two through interviews and images, but the pandemic has put an opening date in limbo, said Andrea Lipps, Cooper Hewitt’s associate curator of contemporary design.“The desire to acquire these particular emoji arose from what we were seeing as the desire for inclusion and representation of various groups and communities and couples on the emoji keyboard,” Lipps told The Associated Press in an interview ahead of the announcement.The emoji are commonly known as “woman in hijab” and “interracial couple.”The hijab emoji, as it’s informally known, was submitted in 2016 to the Unicode Consortium, a nonprofit that oversees emoji standards with voting members from the world’s top digital companies. A then 15-year-old Saudi Arabian girl, Rayouf Alhumedhi, attracted worldwide attention as she campaigned for its inclusion. NEW ORLEANS — A fast-moving Zeta has weakened to a tropical storm as it barrels northeast after causing havoc along the Gulf Coast.The storm raged onshore Wednesday afternoon in the small village of Cocodrie in Louisiana as a strong Category 2 and then moved swiftly across the New Orleans area and into neighboring Mississippi.The National Hurricane Center says strong and damaging wind gusts will continue to spread well inland across portions of Alabama, Georgia, the Carolinas and Virginia on Thursday. This could cause widespread tree damage and power outages.Nearly 2 million homes were already without power across several southern states before dawn Thursday. According to the website PowerOutage.us, about 1.8 million are without power in Louisiana, Mississippi, Alabama and Georgia. Georgia has the most with more than 800,000 in the dark.Officials have made a repeated call for residents to stay inside after the storm passed and not go outside in the dark to assess damage.Throughout Thursday, NHC says heavy rainfall is expected near and in advance of Zeta in portions of the central Appalachians, Mid-Atlantic and lower to middle Ohio Valley.
