SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. San Diego (KGTV)- It’s been one year since the deadly bluff collapse in Encinitas, killing three members of the same family. The husband and father of two of the women is still calling for changes along the beach.Dr. Pat Davis says this past year has been tough after losing wife Julie Davis, daughter Annie Clave and sister-in-law Elizabeth Charles.The family was out for a day at the beach last August when suddenly the bluff gave out.“It was important for me that this kind of accident never is able to happen to any other family,” says Davis.Davis says since the tragic accident, there has been little change at Grandview beach. “There’s very few new signs warning people about these cliffs.”Davis is calling on local and state leaders to stabilize the bluffs. He’s hoping a new bill will help. S.B. 1090 offers solutions like sand replenishment. It currently sits in the Senate.“We got over 4,000 signatures in one month of people supporting the bill.”In the meantime, Davis is thanking the community for its continued support. A park bench sits at the top of Grandview Beach, honoring his family members.“Not that there’s an easy side of learning to live with the loss and one of your children but, certainly family support and community support has been a great help in allowing my family to move forward.”Davis says community members also came together to place another memorial bench in their neighborhood. 1423

  

SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

  

SAN DIEGO, Calif. — For months, health professionals have urged the public to help stop the spread of COVID-19, while promoting face coverings, social distancing, and hand washing.“We’ve known for a long time that this virus is an enveloped virus and has an outer lipid layer, and we know that it’s sensitive to agents that can disrupt this fatty outer shell. That’s why we ask patients and people to wash their hands with soap," said Dr. Kami Hoss, founder and CEO of The Super Dentists in San Diego. Throughout the pandemic, Dr. Hoss has also asked patients to swish some mouthwash before they sit down for care.“That’s just one more layer of protection we’ve added," said Dr. Hoss. Now, researchers at Cardiff University in the United Kingdom are learning some mouthwashes can kill COVID-19 within 30 seconds, at least in a lab setting. The study found mouthwashes containing .07 percent of cetylpyridinium chloride showed promising signs of combating the virus, as well as those with ethyl lauroyl arginate. But while these mouthwashes killed the virus in the lab, the virus is continuously replicating in humans. More research is needed to see how effective it would be in the real world and how long it could kill the virus in the mouth.Dr. Richard Stanton, the lead author on the study, said in a statement: 1323
