CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway. Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station. He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex. The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

CHULA VISTA, Calif. (KGTV) -- A family in Otay Ranch is hoping a group of teens will face consequences for allegedly assaulting their teenage son.The incident was captured on cell phone video and posted to social media by the teen's mother. The family says their teen was waiting for his mom to pick him up at Cotixan Mexican Restaurant on Thursday after school, when a group of teens walked in and started kicking and punching the boy. CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight. The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758
