ENCINITAS, Calif. (KGTV) - Three weeks after the deadly bluff collapse in Encinitas, the community is urging city and state leaders to make some changes.Three women were killed during the collapse. A tribute was held this week at the Encinitas City Council meeting for the victims. That’s where father and husband Pat Davis spoke out, saying healing will take time. “There will be a new normal in my life without these three gifted women,” says Davis. Davis lost his wife Julie, daughter Anne Clave, and wife’s sister in the bluff collapse. The family was out for a day at the beach on August 2 when the sand and large rocks came crashing down. “We do not have to accept tragedy if it is preventable.”Davis is urging the city to stabilize the bluff by adding concrete walls against the cliffs, sand replenishment or even cutting off some public access to the beach. Some California lawmakers are pushing for the government to pay for the stabilization after congress approved the Storm Damage Project in 2016. It has sat idle since being approved. “I do not want to see what happened to my family happen ever again.”The mayor and other city leaders toured the beaches with representatives from the U.S. Army Corps of Engineers Thursday, but so far no decisions have been made.  1315

The cause of her death is unknown as of Monday afternoon. Ensa Cosby was a steadfast supporter of her father, who has been battling accusations of sexual misconduct. Bill Cosby faced a sexual assault trial in 2017, which ended in a mistrial. Ensa Cosby issued a statement on last year on "The Breakfast Club" radio show backing her father. "The accusations against my father have been one-sided from the beginning. When he tried to defend himself, he was sued in civil court," she said. "I've seen the accusations become more horrific and extreme with time and I've witnessed my father's reputation and legendary works be dismissed without any proof."I strongly believe my father is innocent of the crimes that are alleged against him and I believe that racism has played a big role in all aspects of this scandal. The changes arrive at a time when coronavirus infections are rising in much of the country, signaling a third wave that could eclipse the number of cases seen earlier this year.Congress and President Donald Trump have already enacted legislation that calls for vaccines to be free, but the new rules were needed to align that policy with the many arcane payment requirements for public and private insurance.“CMS is acting now to remove bureaucratic barriers while ensuring that states, providers and health plans have the information and direction they need to ensure broad vaccine access and coverage for all Americans,” agency head Seema Verma said in a statement.The rules aim to resolve potential legal issues over whether Medicare could cover a vaccine that receives “emergency use authorization” from the Food and Drug Administration. That’s a step short of full approval, and questions arose about whether Medicare could pay under its standard coverage policies.Under Wednesday’s announcement:— Seniors with traditional Medicare will pay nothing for COVID-19 vaccines, and any copays and deductibles are waived.— The government will pay private Medicare Advantage plans to administer the vaccine to seniors. Enrollees will not be charged.— Workplace and individual health insurance plans will cover the COVID-19 vaccine as a preventive service, with no cost sharing. (KGTV) — Escondido Police say they've arrested one person in connection with a fatal collision that left four people dead last month.Police obtained an arrest warrant for 28-year-old Ashley Rene Williams, of Escondido, on Thursday and took her into custody at her home. Williams has been charged with four counts of murder and gross vehicular manslaughter while intoxicated.Williams is accused of being behind the wheel of a 2014 Mazda 3 that struck and killed four people at San Pasqual Valley Rd. at Oak Hill Dr. just before 8:30 p.m. on May 5, police said.Police say Williams' vehicle was traveling northbound when it hit the group, which included a 33-year-old man, 11-year-old boy, 50-year-old woman, and 10-year-old boy. Police told 10News the boys are brothers and the female victim was their grandmother. The man was believed to have been dating the children's mother, according to police. A GoFundMe campaign for funeral expenses is currently running to help the family.Williams was hospitalized with minor injuries after the crash and initially, police told 10News that alcohol or drugs were not believed to have been a factor.The California Department of Motor Vehicles says Williams was driving on a suspended license during the crash. Her driver’s license was suspended on Feb. 18, 2020, for driving with excessive blood alcohol, according to the DMV. (KGTV) — A 12-year-old who got a hold of a firearm accidentally shot himself in the leg Friday.Escondido Police say the boy was at his home in the unincorporated area of Escondido just before 6 p.m. when he found a revolver. He started handling the firearm and a single round fired, striking him in the leg.The boy was taken to a nearby hospital with a non-life threatening injury. RELATED: 10-year-old in custody after firing shotgun at SDPD officers, police sayDetectives recovered the revolver at the scene and say that they believe the boy accidentally fired the gun.Police are currently investigating how the child obtained the gun at the home. 675
