ROME, July 10 (Xinhua) -- China is set to become a global leader in the implementation of environmental-friendly policies and green technologies to tackle climate change, an Italian expert told Xinhua in a recent interview.     For Stefano Pogutz, an environmental management professor at Bocconi University in Milan, China's green-policies investment plans are greater than those carried-out in the United States and in many other industrialized countries.     "What China is doing to tackle global warming is impressive considering the density of Chinese population and the rapid economic growth model China is following," Pogutz said.     Climate change is at the core of the G8 summit held in L'Aquila from Wednesday to Friday. Talks had focused on the need to forge anew post-Kyoto agreement and to increase research and investments in the green economy.     The results of the G8 summit on climate change should pave the way to the United Nations meeting in Copenhagen in December, which aims at sealing a global deal to limit greenhouse gas emissions.     According to the UN climate change framework agreement and the Kyoto protocol, China is not subject to mandatory emission cuts ofCO2.     However, on its own China is already contributing to the fight against climate change through a series of initiatives aimed at curbing carbon emissions, such as lowering internal energy consumption levels and launching traffic and transportation monitoring schemes.     "I don't agree with those who believe that China is responsible for global pollution," Pogutz said. "China is doing a lot, there's a direct public intervention on measures aimed at fighting climate change. The Chinese government has increased investments in technologies and infrastructures to boost energetic efficiency and cut CO2 emissions."     Luca Labella, a China analyst with Rome's International Studies Center (Cesi), remembered the numerous local green projects implemented in China such as Shanghai's LPG buses and the rural towns' biomass-fueled.     "China is open to climate change issues and solutions. However, in China climate change is not considered under a political perspective but a scientific one, focused on progress and research," he added.     According to Pogutz, China is set to have a role of leadership in the use of renewable energies and other green technologies.     "Today China is one of the greatest producer of solar panels and in the near future it could lead in the export of alternative energy technologies."     But it's not only a matter of strategic investments in green technologies. China's contribution to the global fight against climate change largely depends as well on its human resources. "Almost all PhD students in the U.S. come from China," he added.

ROME, May 20 (Xinhua) -- China's top legislator Wu Bangguo met here Wednesday evening with Italian Premier Silvio Berlusconi.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.     Before meeting with Berlusconi, Wu also met with Italian Senate President Renato Schifani Wednesday morning and signed an agreement on establishing a mechanism of regular exchanges between the Chinese NPC and the Italian Senate.     During his meetings with Italian leaders in Rome, Wu expressed the willingness of strengthening economic cooperation with Italy as a way to counter the impact of international financial crisis.     In an earlier meeting with Chinese entrepreneurs who are doing business in Italy, Wu said the financial crisis has brought about new opportunities for cooperation between Chinese and Italian companies.     The Italian leaders expressed the willingness to expand cooperation with China in various fields, saying China's economic growth will hopefully provide new energy for the recovery and rally of world economy.     Both sides agreed that the two countries should coordinate their stance on reform of the international financial system and work for an early recovery of global economy from the financial crisis.     China saw an economic growth of 6.1 percent in the first quarter of this year, the lowest quarterly figure in years. Meanwhile, the European Union economy dropped 4.6 percent in the same period.     China and Italy have maintained a sound momentum in bilateral links. The two sides have consolidated political trust and maintained close communication and coordination on major international issues.     Leaders of the two countries have maintained contact on a regular basis. Italian Premier Silvio Berlusconi visited China last October and met with Chinese President Hu Jintao. During the meeting, he said Italy places importance on China's role in international affairs and wish to cooperation with China to counter the impact of international financial crisis.     In recent years, the two countries have kept optimizing structure of trade and expanded investment. Bilateral cooperation in science, technology and environment protection have achieved good results.     China held a Year of Italian Culture last year. In a gesture of embracing China as a huge market and potential source of investment, Italy is to hold a "Year of China" in 2010.     Italy has decided to participate in the 2010 Shanghai World Expo, while it has won the host of the 2015 World Expo. BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

  

MILAN, Italy, May 19 (Xinhua) -- China's top legislator Wu Bangguo said here on Tuesday that China and Italy should explore new areas of cooperation as they face major opportunities in addressing the grim challenges of the international financial crisis.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.He arrived in Milan on Monday evening for an official goodwill visit. Wu met with Roberto Formiconi, president of Lombard Region of Italy on Tuesday.     During the meeting, Wu said as one of the most economically vigorous regions in Italy, the Lombard Region is leading the country in carrying out cooperation with China. He expressed appreciation of China's active response to the financial crisis, saying that China's development is encouraging and provides fresh air to the world.     Formiconi said the Lombard Region is ready to strengthen cooperation with China in such fields as economy, technology, energy efficiency, environment protection, education and tourism. He welcomes more and more Chinese companies to invest in the region.     On the 2010 Shanghai World Expo, Wu said the event is a new bright spot in China-Italy cooperation. Noting that the Shanghai World Expo is yet another global event in China after the 2008 Beijing Olympic Games, Wu said the Chinese government and the local government of Shanghai have received assistance from Italy and other members of the international community in preparing for the event.     Wu expressed the belief that the Shanghai World Expo will leave a wonderful record on the history of the event.     Milan has won the bid to host the 2015 World Expo. It has signed a memorandum of cooperation with Shanghai on staging the World Expo.     Wu hopes that the two sides could utilize this platform to expand exchanges and cooperation so as to add new vigor to China-Italy relations.     Formiconi expressed the willingness to actively participate in the Shanghai World Expo, which he regards as an important area of cooperation between the two sides. He hopes to learn the experience of Shanghai in hosting the World Expo.
