BEIJING, Aug. 28 (Xinhua) -- China's restrictions on rare earth industry will assist in protecting the environment, Chinese Commerce Minister Chen Deming said here Saturday."Mass-extraction of rare earth will cause great damage to the environment, that's why China has tightened controls over rare earth production, exploration and trade, " Chen told media during the third China-Japan high-level economic dialogue.He said what China had done was also consistent with the rules of the World Trade Organization.China is the largest producer of rare earth elements, which are used in hybrid car motors, computer hardware and components for high-tech products.Chen said the restriction policy would also have an adverse impact on the Chinese market, where parts for Japanese products were assembled.He stressed that in order to protect the country's environment, China had no choice but to take such measures.During the dialogue, Chen also called on Japan to ease high technology export controls to China and simplify visa procedures for Chinese business people.Japan had expressed concerns over China's export of mineral resources, independent innovation systems and information security policies during the meetings.Chen said, through the dialogue, that the two sides had enhanced communications and increased mutual understanding over these issues.

SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets.Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. In some parts of the city on that day people spent nearly two hours on what would normally have been a 15-minute commute.Further, Liu said increasing social problems arising from the country's industrial boom has made its future development unsustainable, which is a test for the government.He also suggested government allow market forces to play a larger role in allocating resources, and also permit uncompetitive producers to be phased out.

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.
