SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. From the now dried-out grass, to the fluorescent lights up above, inside the stadium in Mission Valley sits the eerie, now empty Chargers locker room. And how about the spiral ramp leading from the Plaza level to the Loge level that every kid raced up and down, a time or two. SDCCU Stadium, Qualcomm Stadium, the Murph, whatever you want to call it, the 53-year-old structure is soon to be a San Diego memory."We will start in the next month or so, disposing of the interior the things. When we knock it down, things need to be taken out, or given a new place," said Gina Jacobs, Associate Vice President of Mission Valley Development. "We're going to try and salvage some of the seats, so that we can make those available for sale."The stadium was home to many great San Diego memories. Who can forget LaDainian Tomlinson's record breaking touchdown? Steve Garvey's playoff home run in 1984? Marshall Faulk running wild one Saturday afternoon against USC?"We certainly recognize that this has been a big part of San Diego's history, and we're looking forward to our new facility being a part of San Diego's future. SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421

SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899
