LOS ANGELES (AP) — Broadway soprano Rebecca Luker has died at 59. She was a three-time Tony-nominated actor who starred in some of the biggest Broadway hits of the past three decades. LOS ANGELES (AP) — When a wildfire burned across Big Sur two years ago and threatened hundreds of homes scattered on the scenic hills, thousands of firefighters responded with overwhelming force, attacking flames from the air and ground.In the first week, the blaze destroyed 57 homes and killed a bulldozer operator, then moved into remote wilderness in the Los Padres National Forest. Yet for nearly three more months the attack barely let up.The Soberanes Fire burned its way into the record books, costing 2 million as the most expensive wildland firefight in U.S. history in what a new report calls an "extreme example of excessive, unaccountable, budget-busting suppression spending."The report by Firefighters United for Safety, Ethics, and Ecology criticizes fire managers for not adapting their approach to the changing nature of the blaze. The nonprofit group, which gets funding from the Leonard DiCaprio Foundation and other environmental organizations, advocates ending "warfare on wildfires" by ecologically managing them.The report suggests the Forest Service response was the result of a "use it or lose it" attitude to spend its entire budget, which had been boosted by 0 million because of a destructive 2015 fire season. The agency managed to spend nearly all its 2016 money in a less-active fire season on about half the amount of land that burned the year before."They just kept going crazy on it," report author Timothy Ingalsbee said. "It wasn't demand-driven. It was supply-driven. They had all this extra money Congress had given them, and they had to justify that."Forest Service officials would not comment directly on the report. After asking The Associated Press to provide written questions, the agency declined to answer them and issued a short statement saying it was committed to reducing costs in similarly large fires."Protection of people first and then resources are our primary considerations," the statement said. "Every fire is evaluated to determine the appropriate strategy. We continually look for opportunities to improve outcomes and accountability and to find more cost-efficient and effective methods of managing wildfires."In addition to burning 206 square miles (534 square kilometers), the smoky fire closed signature parks in the area and put a damper on tourism in Big Sur during the peak season of its only industry. Monterey County estimated a 40 percent loss in revenue for the summer season in the area.An internal Forest Service review produced last year and obtained by the AP reached some of the same conclusions as Ingalsbee.For example, the department's review found that from Aug. 9 to Sept. 29, 2016, the number of threatened structures remained at 400 even as the fire grew by more than 90 square miles (230 square kilometers), which indicated the risk to property had abated as the flames burned into the wilderness. During that period, firefighting costs grew by 0 million.The review found forest managers didn't think they could deviate from the "overwhelming force concept" aimed at suppression. It also said the agency's protocol for managing long-term wildfires "does not sufficiently evaluate and adjust to changing risk."One challenge fire commanders faced was an outdated forest management plan for Los Padres that called for full suppression of all wildfires, Ingalsbee said.Mike Warren, a retired National Park Service firefighter who reviewed the report, questioned the wisdom of suppressing fires in remote wilderness where flames can help eliminate brush and other flammable vegetation that could fuel a later wildfire.When Warren was fire management officer at Sequoia and Kings Canyon National Parks, they would let blazes burn in the wilderness if they were confident the fire would stay in the park.The challenge in a place like the tourist-dependent Big Sur area is pressure from politicians, homeowners, businesses, loggers and ranchers to control the fire, Warren said."When is enough enough?" he said. "When do you back off say, 'This is it. We're just going to let it do its thing.' That takes some real political will."The Forest Service's internal review inspired Ingalsbee to file public records requests for other documents that led to his report.Among his findings:— About a fifth of the area burned was from fires set to clear brush and vegetation between outer perimeters and the active fire. One of these blazes jumped fire lines. These burnout operations created additional smoke and cost an estimated million.— A nearly million air campaign, including large air tankers that cost ,720 per hour, was largely ineffective. Retardant is effective at slowing flames only where ground crews can remove vegetation to create containment lines. But drops were done deep in steep, rugged wilderness where it was too dangerous to send crews, and even where flames never reached.— Bulldozers, which cost ,700 per hour, tore up wilderness, creating what Ingalsbee called "ghost roads" that will remain for years. The Forest Service spent an estimated million a day for weeks repairing damage done by dozers.The report concluded that once the blaze that broke out July 22, 2016, entered wilderness, there was little chance of stopping it before fall rains fell.Chad Hanson, an expert on fire and director of the John Muir Project, a nonprofit environmental group, said the cost was stunning, but the approach to fire was business as usual."It's sort of shocking that this massive amount of taxpayer money is being spent trying to suppress backcountry fires that are weather-driven and can't be stopped until the weather changes, rather than focusing resources on protecting communities," Hanson said. "On the other hand, I'm not surprised the Forest Service is doing this because it's been their practice for years."One beneficiary of the firefighting effort was Tom Little Bear Nason, who lives in a homestead in the national forest his family has owned for 150 years. He was also a contractor on the fire, with a team of dozer operators.Nason, chairman of the Esselen Tribe of Monterey County, credited the suppression effort with helping save his property. But he said costs shot up when managers went overboard on backfires and cut contingency lines too far from the fire.He also criticized the leadership on the fire, which changed every couple of weeks, for disregarding a pre-attack fire plan drawn up by local, state and federal agencies, tribal leaders, environmentalists and homeowners that included information on protecting historic and cultural sites.He said those plans "got chucked out the window" and led to significant losses. A homesteader cabin burned to the ground, sacred sites such as burial grounds were plowed over, and a rock where tribal members gave birth was struck by a bulldozer."Lots of efforts went to protect communities that went above and beyond" what was necessary, Nason said. LOS ANGELES (CNS) - Los Angeles County will once again prohibit dining at restaurants and bars beginning Wednesday, as the recent spike in COVID- 19 has brought the five-day average of new cases to more than 4,000, health officials said Sunday.To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, the county's Health Officer Order will be modified so that restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services.The order will apply for a minimum of three weeks.Officials warned of the possibility of such measures last week, as new cases and hospitalizations continued to surge in Los Angeles County and statewide. They follow a statewide "soft curfew" that went into effect Saturday prohibiting all "nonessential work, movement and gatherings" between 10 p.m. and 5 a.m., continuing until the morning of Dec. 21.On Sunday, the Los Angeles County Department of Public Health reported 2,718 new cases of COVID-19 and nine additional deaths, bringing the county's totals to 364,520 cases and 7,438 fatalities. The previous three days had each seen more than 4,000 cases reported, including a single-day record of 5,031 cases on Thursday.If the five-day average of cases grows to 4,500 or more or hospitalizations are more than 2,000 per day, a Targeted Safer at Home Order will be issued for three weeks, the health department said. That order would offer additional restrictions while allowing essential and emergency workers and those securing essential services to leave their homes.The number of county residents hospitalized with the virus increased from 1,391 Saturday to 1,401, with 26% in intensive care. That's more than double the daily number in the beginning of October, when it was under 700.The department reminded everyone to stay home as much as possible for the next two to three weeks to change the trajectory of surging cases and save lives, and repeated its advice that people not travel for the upcoming Thanksgiving holiday."As we modify our Thanksgiving holiday celebrations, we are reminded of the many families who will miss their loved ones who have passed away from COVID-19. We send wishes for healing and peace," County Health Director Barbara Ferrer said."The persistent high number of cases requires additional safety measures that limit mixing in settings where people are not wearing masks. We hope individuals continue to support restaurants, breweries and wineries by ordering for take-out or delivery. We also fervently hope every L.A. County resident supports all our businesses by following the Public Health directives that we know work to slow spread. Unfortunately, if our cases and hospitalizations continue to increase, we will need to issue further restrictions to protect our healthcare system and prevent more deaths."Other restrictions that took effect Friday were:-- indoor "nonessential" businesses such as retail stores, offices and personal care services will be limited to 25% occupancy;-- outdoor cardrooms, miniature golf sites, go-kart tracks and batting cages will be limited to 50% of maximum outdoor capacity;-- customers at personal-care businesses must make advance appointments, and no services that require customers to remove their face masks can be offered; and-- outdoor gatherings must be limited to no more than 15 people from a maximum of three households.The county previously issued guidance limiting gatherings to three households, but there was no numerical limit on attendees.Dr. Mark Ghaly, California's Health and Human Services secretary, said the state's order was not a hard curfew, indicating that people can still go outside of their homes, but they just shouldn't gather with others. He noted that he still plans to take his dog on its normal 11 p.m. walk.He said there is no definitive cause for the state's sudden surge in cases."There is no single culprit," Ghaly said. "It's a combination of factors. It's certainly the colder weather, more mixing, which comes with more opening. ... And of course greater travel. We've enjoyed some events over the last many weeks -- in my home county of Los Angeles, the Dodgers, the Lakers. We had Halloween. We just exited Veterans Day. We're looking forward to other future events and activities as we go into the winter."Asked about how restrictions will be enforced -- in light of Southern California sheriffs stating they won't be actively cracking down on health- order violations -- Ferrer said the county isn't relying on law enforcement, but rather hoping residents will take the urgency to heart."We really appreciate that the best enforcement is voluntary compliance," she said. "We've all done really well when we've set for ourselves a goal as a community and gotten behind it. I can't think of anybody at this point who's going to argue with the fact that we need to take some action to slow the spread, because this level of acceleration threatens our health care system."And that threatens care for every single person in this county -- for people who have a heart attack, for people who need emergency surgery, for people who need scheduled surgery, for people who are victims of car accidents or trauma."Ferrer also noted that the surge in cases is not just the result of increased testing. She said the county's rising rate of positive tests shows that the virus is spreading more rapidly. LOS ANGELES, Calif. – Every morning in the heart of Korea Town in Los Angeles, families drive by UCLA Community School to pick up food.“I have kids and this food helps us out a lot,” L.A. parent Eddie Lopez said.Principal Leyda Garcia says the structure of the K-12 school is designed to support families.“Schools are so central and integral to young people’s lives and trajectories," Principal Garcia said. "So whether it’s having social workers, or access to a legal clinic like we do, or medical or counseling, it’s just this idea that the community is responding to the needs of the whole child.”Supporting families at UCLA Community School is essential to the success of its students because many of them are living in poverty.“We have about a thousand students, and we are 80 to 85% Latinx, about 95% of our students are on free and reduced lunch,” Garcia said.Latinx students and other students of color feel the impacts of systemic racism through education. A lot of it has to do with the way schools are funded in the U.S. Historically, America’s schools are financed in large part through property taxes, the tax paid by owners of other homes and businesses in a community.It’s a system that some experts say automatically puts low-income communities at a disadvantage. Dr. Bruce Fuller is a professor of education and public policy at U.C. Berkeley in California.“In a lot of parts in this country we’re still highly dependent upon this property-tax wealth and that means poor communities have to tax themselves even more than middle-class communities, and even when they do that, they raise less revenues than middle-class communities just because these poor neighborhoods have very low wealth – both residential and commercial,” Fuller said.Low-income communities aren’t able to supply their schools with as much tax money as more affluent communities. According to Fuller, states like California, Illinois, New York and Texas tax wealthier businesses more heavily and redistribute those dollars into lower-income school districts to help spread out the funding more evenly.But even if schools get similar dollars from the state, UCLA Research Professor Patricia Gàndara says disparities still exist as parents and community members in wealthier neighborhoods are able to fundraise in a way that poorer parents can’t.“In a community that doesn’t have all of those assets in the community, whatever they get from the state is it,” Gàndara said.Some argue students who are determined enough can get a higher education and better life for themselves and their future family. However, Gàndara says that's not true.“We’ve done studies of that and I’ve heard that too and it makes my skin crawl because I know firsthand that’s not true,” Gàndara said. “Schools that serve very low-income children often times don’t even offer the courses that are required to be able to get into college. So you can be an A student, but you didn’t take the courses that are required for admissibility to the university.”Gàndara says Latinos are more segregated than any other group in the West. She says they’re likely to go to school with other children who also who have fewer resources and whose parents may not know how to navigate the system. Think about SAT prep and college applications. Gàndara says their test results are weak not because they’re not capable, but because they’re not afforded the same opportunities.“Every once in a while, there’s a student who breaks out of a situation like that and ends up going to Harvard or something and everybody says ‘oh see, there’s the evidence that anyone can do it’. That is such an outlier,” Gàndara said. “As long as we segregate off the poor children and the children of color into their own schools, and the middle-class children who are more affluent into their own schools, the society as a whole doesn’t care.”In her studies, Gàndara found that students of color who do have a more equitable future are students who are integrated with other middle-class children.“They sat next to kids who had some privilege. And they heard about college which they would have never heard about in their own communities, and they heard about that teacher who really prepares you for it, or that class that you really need if you want to apply for college.”Fuller says one way of integrating people of different race, ethnicity and class is through public policy.“In California we’ve had a major initiative to build higher-density housing – apartment buildings – around transit hubs, around subway stations. These sort of simple devices in the policy world help to diversify the residents in local communities,” Fuller said.Garcia says changing the mentality that minorities aren’t worth as much should be the first step. She says we need to create healing spaces where people feel good about who they are and understand their potential.“Toni Morrison says one of the main functions of racism is distraction. Because you have to prove and over and over that you’re a human being, that you matter, that you’re a human being, that your language is powerful and that it means something,” Garcia said. 5141

  

LOS ANGELES (CNS) - A third Los Angeles police officer has tested positive for the coronavirus and was exhibiting symptoms inside the Los Angeles Police Department's Central Division station for several days this week, according to the department.The officer, who had recently returned from a vacation out of the country, was "coughing and sweating" during roll call in Central Division, which patrols areas that include downtown L.A., two of the officials said.Despite protests from several officers in the station, the affected officer was allowed to work for at least two days this week, according to the Los Angeles Times.The officer was tested for the virus, and a positive result came back Saturday, according to three law enforcement officials. Additional officers who worked with the afflicted patrol officer were expected to be quarantined, officials said.Saturday night, the LAPD reported that it had disinfected all of the officer's work spaces and common areas inside Central Division."We have also identified anyone who may have come into contact with the employee and directed them to contact their healthcare provider for evaluation," the LAPD reported.The department said it also established guidelines for all employees who either exhibit symptoms of the virus or cone in contact with someone who may be infected. However, the LAPD has not yet released those guidelines. 1395
