BEIJING, March 24 (Xinhua) -- Chinese commercial banks will be allowed to trade gold futures in the domestic market, according to a notice released on the regulator's official website here on Monday.     China gold futures trading was launched in January, but domestic banks were barred from trading by the China Banking Regulatory Commission.     According to the notice, domestic banks that meet certain requirements, such as having capital adequacy ratio of more than 8percent, can apply for a trading permit.     "That's great news for the gold futures market, which is not operating that well," said Hu Yuyue, an expert with Beijing Technology and Business University.     "Commercial banks can provide more liquidity and stability to the market, after all, they hold huge capital," said Hu.     "Gold futures trading can also help domestic banks to improve competitiveness against overseas banks as financial derivatives are supposed to be the largest revenue sources for leading banks," he said.     Non-interest income usually accounts for at least 50 percent of bank revenues in developed countries and the proportion can reach 80 percent for some banks.     However, Chinese banks depend heavily on the margins between deposits and loans.

WUHAN -- The rainstorm and floods have killed 68 people and 25 others were missing in central China's Hubei Province since the flood season began in June, according to local government. Another 402,200 people have been evacuated from affected areas, said Liu Hui, deputy head of the disaster relief office under the provincial civil affairs department at a press conference on Sunday afternoon. Hubei, which is also called "the province of thousands of lakes", has experienced six major rainstorms since June, which have triggered floods in more than 2,000 rivers, mountain torrents and landslides, causing an economic loss of more than 3,800 million yuan, said Liu. The central and local governments had allocated more than 90.5 million yuan of relief fund to the affected areas and all the evacuated people have been well accommodated, said Liu. "The evacuated residents have been arranged to live in tents, government buildings, schools or at their relatives and local governments have sent medical teams to treat the injured," said Liu. The official with the provincial flood control office warned local government of preparing for new floods as heavy rainstorms were said to hit Hubei from Tuesday to Friday. "Although the large rivers, like the Yangtze and the Hanjiang Rivers, remain calm so far, the water level of 2,000 rivers of smaller size have risen dramatically, posing a serious threat to the flood control in the counties where the dams are poorly maintained," said Guo Zhigao, deputy director of the provincial flood control office. In addition, most of the reservoirs in Hubei have used out its capacity and some were even reported with leakage and overflow, according to Guo. Beijing's top official on cross-Straits affairs Monday condemned a referendum pushed by Taiwan leader Chen Shui-bian as a move that is threatening to drag ties into a "high-risk period".Chen Yunlin, minister of the Taiwan Affairs Office of the State Council, called the referendum to join the United Nations under the name of Taiwan as a "scheme" aimed at de jure independence for the island.The Taiwan authorities led by Chen Shui-bian are "attempting to change the cross-Straits status quo that both the mainland and Taiwan belong to one China " Chen Yunlin said in a signed article published Monday in the latest issue of Qiushi (Seeking Truth) journal, a publication of the Central Committee of the Communist Party of China.The article came amid mounting concerns from across the Straits and international community over the proposed referendum, which is expected to strain cross-Straits relations and threaten regional stability.In an interview with a German newspaper published Monday, Chen Shui-bian insisted the referendum for Taiwan's admission to the UN will be slated for March as scheduled, along with the island's "presidential" elections.The Taiwan leader was quoted as saying he has no rights to "veto the referendum".Raymond Burghardt, chairman of the American Institute in Taiwan, rapped Chen Shui-bian in a meeting in Taipei last week, saying the United States is greatly concerned about the referendum and hopes it will be scrapped.He said his remarks represented views from the "highest level in Washington".Once Chen Shui-bian's plot materializes, "it will bring serious consequences cross-Straits relations and peace", Chen Yunlin warned in the article.The minister said the fight against pro-independence forces is becoming more and more intense as their secessionist activities are being intensified.He stressed that "China's sovereignty and territorial integrity brook no division, and any matter in this regard must be decided by the entire Chinese people including our Taiwan compatriots"."The 1.3 billion Chinese people will never swallow the bitter fruit of 'Taiwan independence'," Chen Yunlin said.He reiterated that Beijing will stay on high alert of any desperate moves of the secessionist forces of Taiwan.In the event that "Taiwan independence" secessionist forces should act under any name or by any means to cause Taiwan's secession from China, or that major incidents entailing Taiwan's secession from China should occur, we shall resort to necessary measures without hesitation to safeguard national sovereignty and territorial integrity, our core national interests," he said.

China's quality watchdog cracked 23,000 cases of fake and low-quality food from December 2006 to May 2007, involving 200 million yuan (26 million U.S. dollars). A total of 180 food manufacturers were shut down during the six months for making substandard food or using unedible materials for food production, said Han Yi, a senior official with the General Administration of Quality Supervision, Inspection and Quarantine, at a press conference on Tuesday. BEIJING -- China pledged to normalize life and production in snow-hit provinces as early as possible at an executive meeting here on Wednesday to make arrangements on the issue of rebuilding in these areas.Premier Wen Jiabao presided over the executive meeting of the State Council, China's Cabinet.The meeting marks a turning point of China shifting the focus of its efforts from disaster relief to reconstruction of the badly hit areas. The State Council spoke highly of the joint efforts made by civilians, troops and police to fight the snow-caused catastrophes.Currently, transport has returned to normal nationwide and damaged power supply and transmission networks are being repaired. In the affected areas, power supply for residential use has basically been restored, markets are stable and social order has been maintained, according to the meeting.The meeting warned local governments and departments concerned not to relax as in some areas power supply facilities were yet repaired. In addition, the transport of power-use coal was still difficult, large areas of croplands were completely destroyed and life is very hard for local people.The State Council asked local authorities to organize manpower, materials and funds to rebuild damaged infrastructure, restore industrial and agricultural production and normalize people's lives as early as possible while trying hard to minimize losses caused by the catastrophe.According to the meeting, power supply in the affected areas must be completely normalized by the end of March, while transport facilities, telecom networks and radio and TV broadcasting networks must be normalized as quickly as possible.The State Council also made detailed plans for restoring industrial and agricultural production in the affected areas, including the providing of crop seeds and food to affected farmers and in increasing coal, power and oil shipments to affected areas.According to the latest official statistics, snow-caused catastrophes have killed 107 and caused 111.1 billion yuan (US.4 billion) in direct financial loss.Altogether, 21 provinces, autonomous regions and municipalities have been affected. About 1.5 million people have been evacuated, and 1.93 million stranded passengers have been transported out.The extreme weather affected nearly 24.4 million hectares of farmland and 18.6 million hectares of forests.The State Forestry Administration has allocated a total of 34.3 million yuan (US.7 million) for subsidy to the worst-hit six provinces.The forestry administration also made plans to cut back relative taxes to relieve farmers and encourage production after the snow storms.The Ministry of Science and Technology has proposed to provide technology support for the snow stricken areas, to help with restoring industrial and agricultural production.Wan Gang, Minister of Science and Technology, said on a work conference here on Wednesday the ministry would closely monitor secondary disasters that might come along with the snow storm, send technicians to snow-hit areas to facilitate power grid reconstruction and agricultural production.He also said the ministry will strengthen the country's alarm system against natural disasters by granting more funds into research in related areas.The science ministry has already allocated 20 million yuan (US.73 million) to help with disaster relief, and have distributed science brochures compiled by the ministry to snow stricken areas.It also ordered relevant departments to monitor possible secondary disasters coming along with the low temperature, snow and freezing rain.In addition, the ministries of civil affairs and finance have allocated a total of 535 million yuan (US.79 million) in emergency funding to regions affected by the disaster.The two ministries have so far earmarked another 710 million yuan for needy urban and rural residents in seven of the worst-hit provinces and regions as temporary subsidies.
