CHULA VISTA, Calif. (KGTV) – A 13-year-old boy was taken to the hospital after police said he was driving a SUV that rolled over at a Chula Vista rock quarry.Police said the incident happened at around 2 a.m. Wednesday in an area off Hard Rock Road, near Heritage Road.According to police, an SUV driven by the teen crashed through a gate at a rock quarry and then rolled over. Witnesses reported seeing several juveniles get out of the wreckage and run away from the scene.The 13-year-old driver remained with the SUV and was questioned by police before being transported to the hospital. It is unknown if the teen suffered any serious injuries.ABC 10News learned police launched a drone to search for the passengers but could not locate them.Police are trying to determine who owns the SUV, how the teen ended up behind the wheel, and if the vehicle was stolen. 871
CHULA VISTA (KGTV) -- After years of a growing demand for cafeteria lunches at South Bay middle and high schools, frustrated parents say the lunchrooms have become overcrowded.Some parents say the problem was predictable. The proliferation of housing developments and road congestion surrounding eastern Chula Vista schools were strong signals that campuses would be impacted. Others say the district’s multi-million dollar budget shortfall is to blame.However, while parents and students struggle to navigate the crowds during lunch, district officials say the current situation is routine early in the school year.“As students become more comfortable or reacquainted with the campus, class schedules, and learn to prioritize lunch, the flow of the meal service will improve,” says Manny Rubio, Sweetwater Union High School District spokesperson.That’s not so, say families at Otay Ranch High, Eastlake middle and high schools, and Rancho Del Rey. The problem has gotten worse over the years, according to these families. "Yes my kids never get to eat at Eastlake High they always come home with headaches not enough time to eat and by the time they make it thru the line theres no choices of food,” one parent told 10News on Facebook.Some hope to land a fourth-period class near the cafeteria to get to the lunch line quicker."My son mentioned that to mom yesterday. I was a bit skeptical so I downloaded the daily schedule for ELM [Eastlake Middle School]. How the ---- do they expect kids to get from their class, wait in line for food, and eat in 30 minutes?"Another parent said the overcrowding had left her students with few to no meal choices.“If your child shows up a few minutes late they're not going to get any food. My high schooler and middle schooler always brought their own food because of this,” said another parent.Rubio says that he hears the public's concerns but insists the current situation inside the lunchrooms and at various points of sale is only temporary. “At all of our schools we aim for about a 1.5-2 minute wait time. At most of our schools we see lines cleared within 10-15 mins – meaning that after that time there are no lines and wait time is less than 1 minute,” Rubio says.Given those figures -- plus factoring in the time it takes to walk to and from the cafeteria -- a student would have roughly have 5-10 minutes to eat, in a worst-case scenario. The American Academy of Pediatrics recommends that students get at least 20 minutes for adequate time to eat.“My high school graduate never had enough time to get a school meal. We had to send him food for him to eat because of the lines and wait times,” said one parent.Waiting it out is a risky strategy, according to some parents and students.“At Rancho del Rey Middle they run out of food while kids are still in line. We've been bringing lunch for a few years now, for my peace of mind,” said one mom.DISTRICT: FINANCIAL SCANDAL A NON-FACTORSome parents have speculated that the district's inability to properly tackle the problem is due to a financial scandal that came to light last year. They argue the district has reduced the issue of crowded lunchrooms to a low priority.Currently, SUHSD is working to climb out of a million debt and is facing a state audit for possible fraud.“There aren’t enough resources at the schools for the number of students they have going there! This needs to be corrected!,” one parent said.Rubio says the district’s financial shortfall has nothing to do with the perceived lunchtime problem, and that schools have the resources to ensure they are meeting student needs.SUHSD has routinely overspent its tax-supported Government funding to operate its food services, according to Ed-Data records. The district has spent nearly million more than it was granted between 2011-2018.By comparison, San Diego Unified School District, the county’s largest school district, received a total of 7.8M in funding and spent 3.1M.SUHSD’s most significant expenditure was recorded during the 2017-2018 fiscal year when the district spent .2M of the .9M it was granted for its Cafeteria Special Revenue Fund, according to Ed-Data.Rubio says the district is equally vulnerable to the rising costs in the food service industry, which includes an increase in vendor, menu item, and transportation costs. “We are constantly trying to negotiate lower prices for items, but overall we, like most others, have seen costs go up,” Rubio says.Data on three other San Diego County school districts -- La Mesa-Spring Valley, Fallbrook Union High, San Diego Unified -- show they either underspent or stayed within ,000 of their cafeteria funding between 2013-18. 4693
CHOLLAS VIEW (KGTV) - A short pursuit ended in a crash near Gompers Preparatory School Saturday night.The pursuit started around 6:45 p.m. at 4700 Castana Street in Chollas View, police said. The suspect was wanted for speeding when they took off. The pursuit ended a few minutes later when the suspect crashed less than a mile away into a railing at Gompers Preparatory School. The suspect was arrested. No one was injured. Gompers Preparatory School is a public charter school that operates in cooperation with the University of California, San Diego. 588

Over the summer, the company started testing out a meal kit service.Chick-fil-A believes people think about food the way they think about shopping: Why go to a store when you can order online? To stay ahead of that trend, Chick-fil-A is getting creative about how to reach people at home, work and parties — and it's miles ahead of the competition."Our mission is to be convenient," said Luke Pipkin, who works on innovation within the company's Beyond the Restaurant team, which is dedicated to exploring off-premise opportunities like delivery, catering and meal kits.The new restaurants don't have dining rooms, so the locations have larger kitchens. They're also cash-free: Customers have to use DoorDash or a credit or debit card. Chick-fil-A encourages customers to order directly from its mobile app. And Chick-fil-A put the locations by highways and major roads in Nashville and Louisville to facilitate deliveries.That makes the test locations "pretty differentiated from our regular restaurants," Pipkin said.Chick-fil-A isn't alone: All fast food companies are trying to figure out ways to reach people at home and get more customers to use their apps.Nearly two-thirds of consumers say that more fast food restaurants should offer delivery and takeout options, according to research company Mintel. In a sector where customers tend to be brand-agnostic, "they benefit from having a really strong brand loyalty," said Topper.That may be why the brand is comfortable testing out creative concepts, she said. (KGTV) -Students and parents in the South Bay are demanding the Sweetwater Union High School District bring back their buses.In a cost-cutting move, the district announced last May that it would eliminate dozens of bus routes throughout the district. Four of the district's high schools were impacted. Eastlake and Olympian High Schools each lost four routes, Otay Ranch lost one, but San Ysidro High School took the biggest hit; with twenty out of twenty-two routes cut.Olga Espinoza attended Monday night's school board. She said her son has to walk more than three miles each way to get to school. She said it's simply not safe."Since we are on the border, I feel like he could get kidnapped. It's a really dark road, there's no benches, no water, there's coyotes out there, tarantulas, bugs, it's not a nice road for children to be walking, " Espinoza said. A couple dozen parents and students marched into the meeting holding cardboard school buses. They chanted, "Cut from the top, not our buses!" Many of them were with The San Ysidro Students United and Madres Unidas. A district spokesman said school leaders are trying to address their concerns. "We are not in terms of putting back any routes because the policy does stand in terms of our 3 and a half mile polic, but we are looking at potentially adding a couple of routes that will support some of the routes that currently exist, part of the issue is drivers, we don't have the drivers," said Communications Director Manny Rubio. Rubio estimated roughly seven-hundred students use buses, and that included kids who live right down the street from their school. He also said enrollment and attendance are up this year at San Ysidro High School. Parents paid 0 for a bus pass, but Rubio said the cost to the district was closer to ,000 a student."We're one of the few districts who still offers home to school transportation, even San Ysidro Elementary, which is right down the street, does not offer home to school transportation," said Rubio.Routes for special education students are not impacted.The district also said it would not have made the cuts without the completion of Old Otay Mesa Road which was finished in May. 2223
