SAN FRANCISCO (AP) — Firefighters in California are racing to slow the spread of wildfires that burned nearly one million acres in a week and destroyed hundreds of homes. The fires have killed five people, torched nearly 700 homes and other structures and forced tens of thousands from their houses. Light winds, cooler nighttime weather helped fire crews make a bit of progress on Saturday. But their efforts could be hurt by warm, dry weather, erratic wind gusts and lightning in the forecast. Firefighters are beginning to get help from other states and President Trump issued a major disaster declaration to provide federal assistance. But the state's top fire official warned “the worst is not behind us.” 718

SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. San Diego (KGTV)- Homes and businesses aren't the only things being affected by power shut-offs Thursday. Traffic lights are also out, and it's causing a lot of confusion for drivers. Just before 10 a.m., a crash happened at the intersection of Poway Road and Highway 67, where the traffic lights had no power. A car slammed into the side of an SUV. Good Samaritans ran through traffic to assist and call 911. Both drivers are expected to be okay. Hours earlier, traffic backed up for about half a mile during the morning rush hour. Drivers were confused about their turn to go. "A lot of these people have been coming to this intersection for 30-plus years," says Deputy Nicholas McGregor. "They have an expectation that when they get here, it's going to be smooth, flow traffic. So when the lights go out, I think it's a hazard."Wednesday night, a car rammed into the back of a truck after power was shut off at the intersection of Scripps Poway Parkway and Highway 67. The car burst into flames moments after the crash.The Sheriff's Department says there are only about two hours of battery life on the traffic lights after the power is shut off. Deputies try to put as much signage out for drivers but say they should remain cautious. 1247
