LISBON, Nov. 7 (Xinhua) -- Chinese President Hu Jintao concluded his state visit to Portugal on Sunday and has left the Portuguese capital of Lisbon for home.The president arrived in Lisbon on Saturday after a three-day state visit to France that began on Thursday.In Lisbon, Hu had talks with Portuguese President Anibal Cavaco Silva and met other Portuguese leaders, exchanging views on how to deepen bilateral pragmatic cooperation. BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others.As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said.Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said.However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan.Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.

TIANJIN, Sept. 14 (Xinhua) -- China could meet the full-year inflation target of 3 percent if macro-control policies were effective, a senior economic planner said Tuesday at the World Economic Forum's annual Summer Davos meeting."China has paid high attention to managing inflation expectations by stepping up macro-controls this year," said Zhang Xiaoqiang, deputy director of the National Development and Reform Commission."If managed well, the full-year target of consumer price index of around 3 percent is still attainable," he said.The CPI climbed to a 22-month-high of 3.5 percent in August because of rises in food and fuel prices and a low comparison base.Food prices are likely to remain within reasonable range after macro-control and there is still room for industrial products to fall due to heated competition, Zhang said.The chance is also small for import prices of commodities to experience a dramatic rise again in the rest of the year after earlier retreating, he said.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers.
