NEW YORK (AP) — As employees of small businesses get their first September paychecks, they’re probably receiving their usual amount.Company owners are still withholding money for Social Security despite a presidential order allowing the tax to be deferred. The order President Donald Trump signed Aug. 8 allows employers to stop withholding the 6.2% tax from Sept. 1 through Dec. 31 and requires that it be paid between Jan. 1 and April 30 of next year. But business owners are wary, saying the plan opens up the possibility that companies might ultimately have to pay the tax if staffers leave. 603

New York, New Jersey and Connecticut are imposing a 14-day quarantine on incoming travelers from states with a high transmission rate of the coronavirus."We worked really hard to get the viral transmission rate down, and we don't want to see it go up," New York Gov. Andrew Cuomo said. "So we are jointly instituting that travel advisory today."The travel advisory will apply to states with two criteria: States that have an infection rate above 10 cases per 100,000 people and states where 10% of the total population test positive. NEW YORK CITY — Police are looking for two suspects they say attacked a woman who asked them to put on masks in a Brooklyn subway station.Authorities said the assault occurred inside the Atlantic Avenue-Barclays Center station last Friday afternoon.According to the NYPD, as a man and a woman were about to get on a station elevator, the 60-year-old victim asked if they could wear a mask if they wanted to ride the elevator with her.According to police, the pair refused. Surveillance video shows the two try to forcefully push past her.When the woman tried to prevent them from getting on the elevator with her, the two suspects hit her repeatedly in the face and body, authorities said. The male and female then fled the scene.Police said the victim suffered bruising to her face and pain to her legs. NOBLESVILLE, Ind. — The man in charge of the FBI in Indianapolis said a school shooting at Noblesville Middle School West earlier this year could have been prevented.According to FBI Special Agent in Charge Grant Mendenhall, most school shootings are preventable, including the shooting at Noblesville. The difficulty is people reporting the concerns."They might not know exactly what the shooter is going to do, but in the vast majority of cases, somebody in retrospect had recognized some type of behavioral change that could have been significant and again, not a very high percentage of people reported it to law enforcement," Mendenhall said.The findings are all part of a new study released by the FBI that studied active shooter incidents over 13 years. The report states, in part:  822
