SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023. SAN DIEGO (KGTV) - A judge declared a mistrial Monday in the retrial of an undocumented immigrant accused of being the driver in a San Ysidro hit-and-run crash which seriously injured a young boy.Constantino Banda Acosta was charged with the crash on Camino de la Plaza May 6, 2017.Investigators said Banda ran a stop sign at Dairy Mart Rd. and crashed his pickup truck into the Lake family’s Honda Accord.6-year-old Lennox Lake was in a child safety seat at the back of the car. He suffered serious head injuries.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.RELATED: Retrial begins for undocumented immigrant in crashDuring Banda's first trial, his passenger, Jorge Adame Ariza, also an undocumented immigrant from Mexico, testified under a grant of immunity during the defendant's two-day preliminary hearing in June that he and Banda had a number of beers that night before the accident.Adame said Banda got into a fight with another man outside a Chula Vista restaurant. Adame told them he picked up Banda but later moved into the passenger seat with Banda behind the wheel during the crash.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152 percent -- the legal limit is .08 -- during two breathalyzer tests.Federal immigration officials said Banda has been deported from the United States 17 times.Immigration and Customs Enforcement officials told 10News if Banda is not tried again (and effectively not convicted) he may or may not be deported.  ICE has requested that he be forwarded to the agency's custody upon any potential release. Banda's release will be subject to the Sheriff's Department under the California Sanctuary Law, ICE officials said. A judge will decide Friday whether a third trial will take place. 1938

SAN DIEGO (KGTV) - A man carjacked two vehicles within hours in Otay Mesa, San Diego Police said Friday.The first carjacking happened in the parking lot of the Iris Trolley Station on Iris Ave. about 10:30 p.m. Thursday.A man was outside of his Volkswagen Jetta and a woman was sitting in the car when the suspect got into the driver’s seat, police said.The woman got out of the car and the suspect drove away, according to San Diego Police.Officers searched the area and found the suspect had parked the Jetta at Palm Ave. and Beyer Way and carjacked another car.Two men who were sitting in a Hyundai Genesis when the suspect grabbed the driver and pulled him out of the car. The passenger got out and the suspect drove away in the Genesis, officers said.The suspect crashed into a white SUV at I-805 and Sweetwater, police said.Paramedics took the driver, 33-year-old Daniel Perez, to the hospital with a knee injury. 927

  

SAN DIEGO (KGTV) - A little more than a year in, homeless people using the new storage lockers in Sherman Heights are still having trouble finding homes.According to new numbers released by the San Diego Housing Commission, 895 people have used the storage lockers since they opened last June. But only 9%, 79 of them have been able to find longer-term or permanent housing.Lisa Jones, the Senior Vice President of Homeless Housing Innovations for the SD Housing Commission, admits that number is low. But she says people should not look at it as a condemnation of the project. She says the locker facility isn't designed to help people find housing, but to direct them to resources that can."If this were a shelter program, that's a number we'd expect to be higher," Jones says. "But we see it as a positive number, considering the fact that we don't actually have case management services on that site."However, the storage facility seems to be struggling to connect homeless people with those resources. According to the same study, only 22% of the people using the shelters are currently working with a case manager or social service provider. Of those, only 45.5% met with a case manager in the last week before the survey.But, Jones says the storage site still serves as a critical gateway for homeless people to get help."It's an engagement opportunity that's unique because they're building relationships with the folks as they come in," she says. "They can help reorient them and get them reconnected to services if they're not. And if they are in services, they can make sure they're accessing them to the best effect."Jones also says the new numbers show that neighbors fears of the facility bringing more homeless people to the area are unfounded. An average of 120 people visit the site each day, but they rarely stay in the Sherman Heights area.Before the storage facility opened, 12.5% of the people who answered the survey said they slept in Sherman Heights or Logan Heights. That number has since dropped to 10%. Meanwhile, the number of people sleeping downtown has gone up from 66% to 69.5%.RELATED: Timeline shows history of San Diego's Homeless Storage CentersJones says one of the most significant bright spots from the survey is the fact that 68% of the people using the lockers say they're still actively looking for a place to live. She says that's particularly encouraging because 73% of the facility's users say they are chronically homeless."When you get into that chronic homelessness, your challenges get greater," says Jones. "To some degree, you get disenfranchised or frustrated with the experience. It's the kind of thing where the longer you're homeless, the more challenging that life back into housing can become."Jones also says the lockers have allowed more homeless people to be able to work and go to school. Because of the lockers, they don't have to bring their belongings with them everywhere they go or worry about them being stolen overnight."We have people in these programs that are employed, that are bringing in work boots and tools at night because they don't want to store them on the street," says Jones. "We have people that use the programs that are in school, and they keep books and laptops and things like that in there."There's a value to the safety and security that you can't see in numbers." 3361

  

SAN DIEGO (KGTV) -- A man was hospitalized after being shot as he sat in his car at a Southcrest park, San Diego police said.The incident happened just before 11:30 p.m. Tuesday in the 4100 block of Newton Avenue, according to police.The 26-year-old victim and a 19-year-old man were sitting in a BMW when two men walked up to the car. Police said the two men pounded on the car’s windows before they opened fire.The victim was shot in the left thigh and left wrist, police said. The 19-year-old was not hurt.The victim drove the bullet-riddled BMW away from the park and called 911 to report the shooting. Police made contact with the BMW on National Avenue and the victim was taken to the hospital with non-life threatening injuries.According to police, the suspected shooters are believed to have fled the park in a white pickup truck. Twelve shell casings were recovered at the scene, police added.Descriptions of the two suspected shooters were not immediately available. 984
