(KGTV) - After seven years of planning and more than a year of construction, Mast Park in Santee is almost ready to reopen.The new park features all modern technology and brand new amenities, but planners wanted to make sure it kept its original feel of being surrounded by nature."If you think of Santee's parks along the river as a string of pearls, this one was the oldest and needed some polishing," says Bill Maertz, the City of Santee's Director of Community Services."We've kept the feel of the natural park," he adds. "So we have a brand new park here, but we've got 100-year-old trees here."The park's new features include three picnic shelters, a larger parking lot with electric car charging stations, three larger dog parks, a nature discovery play area, a forest-themed playground, a new basketball court, and an enhanced disc golf course.There are also more than 100 new trees planted throughout the 80-acre park, as well as native and drought-resistant landscaping."A portion of the park is part of the San Diego River Trail. So we wanted to keep that natural experience along the river," says Maertz.Multiple public meetings also showed that the community wanted to help kids build a connection to nature through the park."Children have a nature deficit disorder, there's too much time with screens, TVs and stuff," says Maertz. "So, we're trying to get them reconnected back to nature."The park will also have an active storm-water drainage system that runs through it like a river. Water runoff from nearby apartment complexes and businesses will filter through the park, with natural elements helping to clean it and block debris and trash from entering the San Diego River. The city built 12 bridges in the park to let people walk over the runoff areas like they're walking through a forest."The only reason we have 12 bridges is that we didn't have room for 13," jokes Maertz.The park will also have new bathrooms and a concession stand. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

SAN JUAN, Puerto Rico (AP) — An attorney for a U.S. college student and her boyfriend who have been sentenced to four months in prison in the Cayman Islands for violating strict COVID-19 measures says he plans to appeal the recent ruling.Their attorney Jonathon Hughes says Skylar Mack, 18, of Georgia, and Vanjae Ramgeet, 24, of the Cayman Islands, have been in prison since Tuesday.He says he will argue for a less severe sentence next week and says the two have never been in trouble with the police.Mack is accused of breaking a mandatory two-week quarantine.Hughes told the Associated Press that on Nov. 27, Mack arrived in the Cayman Islands.But instead of undergoing a mandatory two-week quarantine, she broke quarantine by leaving with her boyfriend to attend a water sports event on Nov. 29, the AP reported.According to the AP, a judge ruled that Mack and Ramgeet pay a ,400 fine and provide 40 hours of community service. SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos.In Santa Cruz County, leaders say local fires have displaced about one in every five residents.That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium.
