SAN DIEGO (KGTV) -- Emily Lake opened Sisters Pizza in Hillcrest last summer to honor her sister Kate, who passed away at an age too young.Her restaurant features a wall of framed pictures of sisters and people who are like sisters - many who have become regulars at the neighborhood eatery. "People have contributed pictures of them and their sisters, them and their friends, and it's not just women. It's anybody who has a close relationship," Lake says. Lake says business had been going even better than expected, until the coronavirus outbreak. Now, her restaurant and those across the county have been reduced to takeout and delivery. "Being any sort of small business owner, and such a brand new one too, we're just navigating scary waters and doing the best we can," says Lake, who owns the restaurant with her husband Trevor. Lake estimates that 60 to 70 percent of their revenue is gone forever. That's because standard insurance policies do not cover loss of business for viruses and bacteria. "I thought that it would be a force majeure or considered an Act of God, and unfortunately it is not," Lake says. "Even in our catastrophe insurance, which would cover earthquake or other natural disasters, this pandemic is not included."But those in the insurance industry say it's an uncertain situation. That's because businesses aren't contracting or closing because they themselves have become infected. Instead, they are doing so because the government is telling them to. One San Diego insurance broker told 10News businesses should make a claim regardless. If it's denied, so be it. Lake said she'd look into that option."At this point we'll pull out all the stops in order to stay in business," Lake said. Meanwhile, California's Department of Insurance is advising all business owners to contact their insurance companies to go over options. According to a budget released by SANDAG, most of the funds will go towards transportation, not roads. The move has some throughout the county concerned that not enough will go toward roads in need of repair. “I'm pragmatic about it and I do worry about the fact that these tend to suck up all of the money and leave nothing left for highways,” said El Cajon Mayor Bill Wells.The concern comes after SANDAG announced “5 Big Moves.” The project focuses on the future of public transportation. Read all five points of the plan below: Complete CorridorsThe backbone of a complete transportation system that leverages technology, pricing, and connectivity to repurpose how both highways and local roads are used and managed. Complete Corridors would increase safety, capacity, and efficiency; provide dedicated space for high-speed transit and other pooled services; manage demand in real-time; and maximize use of existing roadways. Local roads are designed and operated to equally accommodate all users, including transit, cars, bikes, pedestrians, and commercial vehicles. Features may include dynamically managed curb space, transit amenities, bike facilities, pedestrian refuges, or smart intersection systems. Smart intersection systems would improve safety for all modes through use of sensors and alerts to vehicles and individuals, and could give transit priority treatments that make transit faster and more reliable. Wireless charging at parking facilities, intersections, and/or roadways will support future induction charging for zero-emission vehicles. Complete Corridors will provide connections to the Mobility Hubs network and infrastructure to support use of shared, on-demand Flexible Fleets. Transit LeapA complete network of high-capacity, high-speed, and high-frequency transit services that incorporates new transit modes and improves existing services. New high-speed services could include grade separated or tunneled services that span long segments with limited stops connecting major destinations. Potential improvements to existing transit lines include double or triple tracking, higher frequencies, dedicated lanes, and signal priorities managed through Complete Corridors. These routes will connect to Mobility Hubs and provide travelers a true alternative for traveling to work, home, and major destinations as fast or faster than driving. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. SAN DIEGO (KGTV) - For three days, faith organizations from across the country will be in Point Loma for the San Diego National Church Safety & Security Conference hosted by Rock Church.The conference has been held for the last nine years and aims to help churches, synagogues and mosques become safer by providing tips and tools to better prepare for attacks, like mass shootings.Several topics will be discussed including how to work with law enforcement, incident reporting, emergency evacuations and more.There are also many vendors on hand, offering products and services which include surveillance systems, background checking and first aid supply kits.Organizers hope attendees will take away three main points. “Do something, don’t just do nothing. A lot of churches have anything in place, ” said Rock Church safety director Mike Diggs, who spent 20 years in law enforcement. “The other thing is, we want you to learn how to keep children safe at your establishment,” he continued. “And the third is to prepare for a critical incident, active shooter situation, natural disaster.”The event goes on until Friday. SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native.For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley. Some of their primary concerns:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docksThe Port received nearly 3,000 comment letters in response to its initial proposal.
