SAN DIEGO (KGTV) -- Video taken in Mexico shows dozens of migrants climbing over the border fence in Border Field State Park. The video, provided to 10News by Joebeth Terriquez Espinoza with AFN, a news agency in Mexico, shows people successfully climbing over the fence and onto the beach on the U.S. side of the border just after 4 p.m. A spokesperson for Border Patrol says agents arrested people as soon as they crossed, preventing anyone from getting away. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. All 24 people arrested were taken to a nearby Border Patrol station for processing. The incident happened the same day several asylum seekers had their first immigration hearings before a San Diego judge. SAN DIEGO (KGTV) - With unemployment near record lows through Labor Day, efforts are shifting from helping San Diegans get jobs to helping them land better ones. The San Diego Workforce Partnerships is teaming up with local employers to offer on-the-job training to workers so they can get certified and move up in their careers. The focus is currently on so-called middle-skill occupations, those that require something more than a high school diploma but less than a four-year degree. The state Employment Development Department says the five most in-demand middle-skill occupations in San Diego and Imperial Counties are accounting assistants, teacher assistants, medical assistants, heavy and tractor-trailer truck drivers, and nursing assistants. The EDD says there are currently 2,500 openings for those positions. The Workforce Partnership recently teamed up with First Promise Care Service in El Cajon to offer its caregivers a two- to three-month certification program to become certified nursing assistants. "It does motivate because they know they're not just going to be there," said Dyna Jones, CEO of First Promise. "There's actually a promotion. There's growth, and people are looking for something like that."Jones said caregivers who complete the program could go from earning per hour to as much as as a team lead if they stay with the company. The Workforce Partnership has a new tool for San Diegans to look up information on different jobs, what they pay, and training requirements and opportunities. The county's unemployment rate was 3.6 percent in July, the same as a year earlier. There are still about 57,000 San Diegans who are unemployed. 1683

SAN DIEGO (KGTV) -- With indoor dining shutdown, local restaurants are relying on takeout orders to stay afloat.Curbside pick-up, with a holiday flair, has been the specialty of the house at Parc Bistro and Brasserie in Bankers Hill. The service has also helped the eatery stay alive. In true holiday spirit, customers will see Santa and his Christmas elves deliver their food right to their car."If we could just dress up a little bit, and feel good about it, we can spread that positive energy in these tough times," says restaurant general manager Samantha Scholl.Scholl calls the last nine months devastating and an emotional roller coaster. She had to layoff close to 30 of her staff since March "We've had to pivot and change, and then we had to shut down and re-open. But we are grateful because we've had such strong support from our community," said Scholl. And since there is no dining in, Parc Bistro is offering curbside holiday packages, of which they have sold out all 250."The community has been behind us since the beginning and especially this last year which has been incredibly tough," Scholl says. The community has been behind Parc Bistro, and Scholl has been behind her staff. "I did another holiday relief fund through GoFundMe. My goal is to raise ,000 and I'm at about ,000 right now. Also, all of the gratuities we receive from guests from our holiday takeout is dispersed equally among all our staff," she says. But while Christmas packages are all sold out, Scholl says you can still get your New Year's Eve order in. "You have to have our beef Bourguignon it's a French classic," Scholl said. 1634

SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas. The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted. The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. Common-sense approaches like this will help reduce our housing shortage and increase housing affordability.”Below is a list of changes made to the code by the amendment: 877
