SHANGHAI, Aug. 21 (Xinhua) - Shanghai International Port Group (SIPG), China's largest commercial port and one of the country's major gateways for foreign trade, reported a 52 percent increase in profits during the first half of the year.Net profits for SIPG were 2.6 billion yuan (385 million U.S. dollars) from January to June, up 52.4 percent year on year, the company said in a statement to the Shanghai Stock Exchange on Saturday.Further, earnings per share rose 52 percent from a year earlier to 0.12 yuan, according to the statement.The company attributed the growth mainly to China's robust trade performance in the first half of the year.During the first half of 2010, China's exports rose 35.2 percent to 705.09 billion U.S. dollars while imports increased 52.7 percent to 649.79 billion U.S. dollars, according to the General Administration of Customs.SIPG shares on the Shanghai bourse closed down 0.48 percent to 4.17 yuan on Friday.
BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.

BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.
BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks.This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons.The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists.For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. BEIJING, July 12 (Xinhua) -- The Long March and its legacy had contributed to shaping an extraordinary China, said former U.S. national security adviser Zbigniew Brzezinski, when he called upon the headquarter of China's Central Military Commission (CMC) in Beijing on Monday.His meeting with senior Chinese military leader Xu Caihou started with the memory of the Long March which set Brzezinski in mind of his trip to retrace the Long March in 1981."I learned you had retraced China' s Long March with your family before and your wife is a well-known sculptor," said Xu, who showed Brzezinski around the meeting hall where a set of stone carvings were placed portraying the Chinese Red Army and their epic Long March from 1934 to 1936."Currently China's modern construction and its reform cause are another new Long March, and to stick to a peaceful development road is China's long-term and strategic choice," said Xu, CMC Vice Chairman.Brzezinski, who served under former U.S. President Jimmy Carter from 1977 to 1981, had retraced part of the route of the Long March with his family when visiting China in July of 1981.After that China tour, he wrote an article for the Life Magazine titled "An American Family Retraces Mao's Long March", in which he said "For the emerging new China, the Long March is more than an epic of almost unmatched heroism. It is the reminder of the spirit of national unity essential to overcome the legacy of backwardness."Looking around each of the stone carving with great interest, Brzezinski said the "incredible" and "superb" works had reminded him of his China visits over the years, in particular, the trip to review the Long March.These experience helped me to better understand China and some of its historical events, said the 82-year-old strategist.The Long March was a famous military maneuver carried out by the Chinese Red Army led by the Communist Party of China (CPC) to combat the Kuomintang Regime.Though many soldiers died on the way of the two-year ordeal, the Red Army finally arrived at Yan'an in western Shaanxi Province after the 25,000-li (12,500-kilometer) trek, where the new headquarters of CPC was later established.Brzezinski said all these historical events had helped to shape an extraordinary China.In his two-hour-long meeting with Xu, Brzezinski stressed the United States and China should have all-round strategic dialogues and strengthen coordination and contact, and work for the peace and stability of the world.Xu agreed the two sides should properly handle bilateral relations and international issues to their mutual benefit instead of as a zero-sum game."More than 30 years of China-U.S. relations have proved the two countries can co-exist peacefully and enjoy common development. China's development will expand cooperation between the two countries," Xu added.Brzezinski is visiting China at the invitation of the Chinese International Institute for Strategic Society.
