BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. Under the framework, the two countries will cooperate to build five railways designed for speeds of 250 km per hour at a cost of 22.5 to 25.5 billion U.S. dollars.Regional traffic networks promote trade, investment as well as economic and social development, Thai Deputy Prime Minister Suthep Thuagsuban said at the conference.China's high-speed rail is welcomed by its neighboring developing countries, not only for its competitive cost performance ratio, but for the great impetus it gives to economic and social development.Some media even used "high-speed rail diplomacy" to describe the prosperity of China's construction of the rail network.On the other side of the Pacific Ocean, Chinese enterprises have begun to enter the U.S. market.General Electric Co. (GE) has announced the company and China's largest rail vehicle maker China South Locomotive & Rolling Stock Corporation Limited (CSR) will invest 50 million dollars in a U.S. based joint venture to make high-speed trains."It's very good they (GE) can find a world-class partner here in China to work with. BEIJING, Dec. 24 (Xinhua) -- China's State Food and Drug Administration (SFDA) on Friday moved to overhaul the supervision over country's dairy products in a bid to ensure food safety before the major Chinese festivals.Local food and drug administrations have been ordered to increase supervision over the trade and consumption of diary products and ensure that dairy products are not mixed with non-edible substances or food additives,read a notice posted on the SFDA's website.The SFDA asked restaurants to keep dairy product suppliers' contact information as well as valid documents which could help authorities identify the quality, specifications and expiration date of dairy products.Year-end is always a peak season for the Chinese to dine out, either with families or colleagues. The Spring Festival, or the Chinese lunar new year and the most important festival for the Chinese, falls on February 3.China's dairy industry was marred by a scandal in 2008, in which at least six infants died and almost 300,000 became ill across the country after consuming dairy products tainted with the industrial chemical melamine.To restore consumer confidence, the Chinese government launched a nationwide safety overhaul of dairy products in November 2008.

BEIJING, Dec. 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi Thursday said BRIC has accepted South Africa as a full member of the group, which currently includes Brazil, Russia, India and China.Yang, during a phone conversation with his South African counterpart Maite Nkoana-Mashabane, said Chinese President Hu Jintao would issue an invitation letter to South African President Jacob Zuma, inviting him to attend the third BRIC leaders' meeting to be held in Beijing next year.Yang said that China, as the current rotating chair of BRIC, believes South Africa's accession will promote the development of BRIC and enhance the cooperation of emerging market economies.On behalf of the South African government and President Zuma, Nkoana-Mashabane said, "I would like to express our sincere appreciation towards President Hu's invitation."South Africa is ready to step up communication and coordination with China and other BRIC members for mutually-beneficial cooperation, the minister added.Later in the day, Chinese Assistant Foreign Minister Wu Hailong forwarded to Bheki Langa, South African Ambassador to China, the letter by President Hu.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. China's service industry has been experiencing rapid growth from 2006 to 2010 with an increase in its competitiveness, Zhang said.The service industry has been making increasing contributions to the country's job market, as well, Zhang said.However, Zhang commented that it still lags behind the country's overall development, and could not meet the demand of the country's economic and social development.In his report, Zhang urged creating a favorable policy and system environment for the development of the country's service industry.The meeting also reviewed a written report about Wu Bangguo's visit to Cambodia, Indonesia and Thailand.Also on Wednesday, a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by Wu Bangguo, has decided to put the draft agenda of the fourth plenary meeting of the 11th NPC to the vote at the ongoing NPC Standing Committee session.The 18th session of the Standing Committee of the 11th NPC runs from Dec.20 to 25.
