NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. NEWMAN, Calif. (KGTV and AP) - Newman Police Chief Randy Richardson had tears in his eyes Thursday as he talked about the grief in his department over the loss of Corporal Ronil Singh. Singh, 33, was shot early Wednesday morning, a few minutes after radioing that he was pulling over a gray pickup truck that had no license plate in Newman, a town of about 10,000 people some 100 miles southeast of San Francisco. He died at a hospital. Singh was one of 12 Newman Police officers. “My department is hurting,” said Richardson at a morning news conference. “We’re not an agency; we’re a family.” Watch the news conference:The Stanislaus County Sheriff’s Department took over the investigation from Newman Police, releasing surveillance photos of a man seen at a convenience store just before Singh’s murder. A truck believed to have been the one stopped by Singh was later found in a garage in a mobile home park about 4 miles from the shooting, where law enforcement officers were serving a search warrant, The Modesto Bee reported. "He loved camping, loved hunting, loved fishing, loved his family." On his Facebook page, Ronil Singh posted pictures on Christmas Eve from a deep-sea fishing trip that produced a big haul of crabs and fish. His profile picture shows him smiling as he stands at a patrol car with his K9 partner, Sam — the same photograph of the officer released by the Sheriff's Department. “He will never see his son walk,” Chief Richardson said. Outgoing California Gov. Jerry Brown offered condolences to Singh's family and said flags at the Capitol would fly at half-staff in his honor. Nine undocumented immigrants were detained Thursday after a small panga boat landed in Laguna Beach, California, according to police.Seven people who came off the boat were detained, the Laguna Beach Police Department said, in addition to 2 drivers who were in what police described as "take-away" vehicles waiting to pick the migrants up.All 9 are undocumented, according a spokesman for the US Customs and Border Patrol, and their countries of origin are unknown.A panga is a boat often used for working off the coast of Mexico or Central America, according to the US Coast Guard. The engine-powered vessels are typically 25 to 45 feet long.They're also popular for smuggling, according to Theron Francisco, a border patrol spokesman.Laguna Beach police said there were actually a total of 13 individuals who came ashore in the boat. The department shared a video on its Twitter page that appeared to be shot from a nearby balcony, showing the group pulling the panga boat out of the surf before making their way up the beach.Similar incidents played out in the area earlier this year.On June 19, another panga boat came ashore in Crystal Cove State Park, just north of Laguna Beach, police said in a press release at the time. Four men were detained by CBP following a multi-agency search of the area, Laguna Beach police said.And in May, 10 undocumented immigrants were arrested after their panga boat came ashore in La Jolla outside San Diego, according to CNN affiliate KGTV.Thursday's detentions took place as thousands of Central American migrants seeking asylum in the United States are waiting in the Mexican border city of Tijuana. 1680
