SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. SAN DIEGO, Calif. (KGTV) - The sound of illegal fireworks in the San Diego area is not uncommon around the Fourth of July, but there is an increase in activity this year. San Diego Police Department Sergeant Matthew Botkin said from May 21 to June 21, 2019, the SDPD received 37 calls regarding illegal firework reports. During that same time period in 2020, there were 236 calls.Related: Fireworks continue boom in New York as residents wonder why the noise“I was sleeping, it was like 12 midnight, 1 a.m. and I heard explosions kinda close to my window,” said Stina Pezze, a Mission Beach resident.Jamie Young, a Pacific Beach resident, also has heard them at night, saying she’s lived in the area for 16 years and is used to the typical occasional illegal fireworks around the summer holiday, but this year has been much worse and started earlier.“They started easily a couple weeks ago and it would just be random weeknights we’d get woken up by them at 2 in the morning,” said Young.Neighbors are chiming in online asking where they’re coming from and why there seem to be more. Sergeant Botkin said the simple answer is that they don’t know."I'm not quite sure why the increase, I don’t have a reason why that’s the case but there’s certainly an uptick in them and we hope they go down," he said, also pointing out the difficulty in issuing citations. “We’re always more attentive this time of year to calls like this but you can imagine it’s really kinda difficult to nail down where these are coming from unless it’s coming out of your backyard."He noted that neighbors play a key role in reporting people using fireworks because citing specific locations makes police response easier. He also mentioned how dangerous fireworks can be, with 180 people across the country going to the hospital every day for firework-related injuries around this time of year. SAN DIEGO (KGTV)- Hospitalizations related to COVID-19 continue to increase across San Diego County.The county’s latest numbers show 458 patients hospitalized, while 178 are in the Intensive Care Unit.“It is not quite what we’re seeing in Florida and Houston, but we are seeing an increase for sure,” said Dr. Julie Phillips, the medical director of Sharp Grossmont’s Emergency Department.“Almost every ER in the county has their tents set up, and they never took them down despite us not needing to utilize it for a number of weeks, if not even about six weeks, then starting last week it is back in use,” said Phillips.Currently, Sharp Grossmont has 27 hospitalized COVID-19 patients, while Sharp Chula Vista has 44, and Sharp Memorial has 29.Phillips said most local hospitals are well equipped to handle the surge.“All of us have staffed up beds by 150 percent awaiting for this,” she explained. “We know a lot more; we feel better about knowing how it’s transmitted, we feel better about our PPE, especially our N95 masks. Flattening the curve gave us time to get what we needed ready to go, so now we’re ready.”On Friday, Scripps Health reached a single-day all-time high number of hospitalized COVID-19 patients.At its five locations, a total of 126 people were hospitalized. Earlier that week, the number was still in the 90s.Both Scripps Mercy in San Diego and Chula Vista had 38 patients hospitalized at each facility.The numbers were the highest for a single day since the pandemic began.Infectious disease specialist for UCSD Health, Dr. David Pride, tells 10News UCSD’s hospital system is also seeing an increase.“Going back to early June, we admit between 1 and 6 new patients per day. The rolling average is a bit higher the last couple of weeks,” said Pride via email. “We are operating near our capacity, but largely because we accept outside hospital transfers readily who need a higher level of care than their hospitals can provide. We still maintain surge capabilities, so we could admit many more patients should the situation get more dire.”A spokesperson for Palomar Health said they had seen an increase in patients in the last couple of weeks, but still have plenty of capacity.Kaiser Permanente has also seen a recent rise in COVID-19 related hospitalizations.The following statement was sent to 10News.“Consistent with other San Diego County hospitals, Kaiser Permanente has seen a recent rise in COVID-19-related hospitalizations. SAN DIEGO — A lawsuit was announced Monday over the death of Roxsana Hernandez, a transgender woman who died in Immigration and Customs Enforcement custody earlier this year as she sought asylum at the border.Hernandez arrived at the U.S.-Mexico border in San Ysidro in May from her native Honduras, but Transgender Law Center Director Lynly Egyes said Hernandez “came to the U.S. seeking protection and instead was met with torture.”"An independent autopsy report reveals that Roxsana was shackled for a long time and very tightly, enough to cause deep bruising on her wrists. She also had deep bruising Injuries consistent with physical abuse with a baton or asp while she was handcuffed, according to an examination of the tissue by an independent expert board-certified forensic pathologist," Egyes said.According to attorneys, Hernandez died from dehydration after being denied water and medical care.Hernandez, who was HIV positive, became very ill as she was transferred from California to Texas, back to California, and then to New Mexico, where she died.Hernandez’s family is hoping the wrongful death lawsuit will provide answers as to what happened. San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. The city is aiming to have about a third of its water supply be reclaimed water by 2035.
