SAN DIEGO (KGTV) — The San Diego Council is expected to vote Monday on a controversial proposal by a developer to build a large office park on land surrounded on three sides by the Del Mar Mesa Preserve. Residents who live nearby have been fighting the project and hope to convince the councilmembers to block it.The project, called "The Preserve at Torrey Highlands," would go on a piece of land south of Sr-56 at Camino Del Sur. Locals call the property "The Notch" and say it's a mystery why the 11-acre parcel was left out of protected zone when voters approved the Preserve in 1996.The best explanation, several residents told 10News, is that the land was owned by the Catholic Church, which planned to build on the property. The Church project was approved but never built and the Church sold the land in 2015.A spokesperson for the developer, Cisterra, told 10News that the land was always meant for development and that an office park is much-needed in the area: "The Preserve at Torrey Highlands will help grow the innovation economy by creating a place for nearly 2,000 high-quality, high-paying jobs."Opponents say voters intended any development on the land to be low-rise and fit the character of the neighborhood. 1235

SAN DIEGO (KGTV) — The White House announced Tuesday that it would start cracking down on what the President calls the "California Homeless Takeover." The administration's plans include destroying tents on the street and relocating the homeless population to government facilities. Some local homeless advocates said the plan lacks details and direction. Underneath arguably some of the most expensive condos in San Diego is a place people go to live, rent-free."I think it gives people the opportunity to stabilize and get ready for the next step in their life," Alpha Project Chief Operating Officer Amy Gonyeau said. "Address the issues that are causing them to become homeless."The Alpha Project's Bridge Shelter helps keep 325 people from sleeping on the streets every night. Still, there are nearly 8,000 others in San Diego County without a home. In Los Angeles County, there are 50,000 homeless. The numbers were so astounding, President Trump vowed to intercede. He plans to take down tents on the streets and place the homeless into government-backed facilities."We just can't play Whack-A-Mole and move people from the sidewalk to jail, to tents, to a government facility," independent homeless advocate Michael McConnell said. McConnell said he believes the President's plan is far too vague. "Whether it's a shared housing model, whether short-term or long-term rental assistance, whether it is actually building a brick and mortar supportive housing for some folks, it takes all of these interventions," McConnell said. Gonyeau says representatives from Los Angeles have visited more than a dozen times to study their Bridge Shelter and their seventeen wrap-around services."They want to replicate this model," Gonyeau said. "I know they are going to do that in LA, and some other cities as well."It has become a temporary relief that has helped hundreds of people cycle out of homelessness. But McConnell says this is not enough."I would redirect a lot of the money that we are currently spending on Band-Aids," McConnell said. "I would redirect that into rental assistance in housing dollars so that we can start nibbling away at this deficit."At the end of the day, both McConnell and Gonyeau say California needs more housing, not just affordable housing, but low-income housing. If the President's plan has that as an end goal, both say they are on board."We have a very large unsheltered homeless population in California, and we have an incredible affordable housing crisis here. Those go hand-in-hand," McConnell said. 10News learned that the city would be opening a fourth Bridge Shelter in the next two weeks to help the needs of the local homeless population. 2693

  

SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. RELATED: Police: Woman arrested after running over neighbor in Chollas ViewProsecutor, Brian Erickson said the entire incident was captured by MTS Trolley Station video cameras. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. Shank's family has set up a GoFundMe account for their unexpected medical expenses. 1568

  

SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. Soltero says if that's true, the law should be changed. “If you’re a sex offender you shouldn’t be by a school, period," he said. 2091
