BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

NEW YORK, Sept. 22 (Xinhua) -- Chinese Premier Wen Jiabao said on Wednesday that China and the United States should positively carry out a large-scale economic and trade cooperation.When meeting celebrities from the U.S. economic and financial community, Wen said political and strategic mutual trust should be the precondition of such cooperation.Since the establishment of diplomatic ties 31 years ago, China and the United States have developed a lot more common interests than differences. TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. YUZHOU, Henan, Oct. 18 (Xinhua) -- The death toll from a coal mine gas leak in central China's Henan Province has risen to 32 after six more bodies were found, rescuers said Monday.Some 300 rescuers are still racing against the time to search the five miners remaining trapped despite slim chances of survival as they were feared buried in coal dust.More than 2,500 tonnes of coal dust smothered the pit after the gas leak, which hampered the rescue, said Du Bo, deputy chief of the rescue headquarters.The rescue efforts, however, are speeding up after the underground transport, power and ventilation systems have been restored, said Du.The gas outburst happened at 6:03 a.m. Saturday when 276 miners were working underground in the mine in Yuzhou City. A total of 239 workers escaped but 21 were found dead and 16 were trapped.An initial investigation showed that 173,500 cubic meters of gas leaked out in the accident.The mine is owned by Pingyu Coal & Electric Co. Ltd., a company jointly established by four investors, including Zhong Ping Energy Chemical Group and China Power Investment Corp..
