SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks.The issue will be discussed next week. 2227

SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. He apparently attempted to make a left hand turn away from the bluff but lost control near Saddle Back ridge, said Stropky.RELATED: Cliff, air rescue numbers on rise in San Diego CountyCrews were able to airlift the person from the cliffside just after 2 p.m. He was immediately brought to a nearby hospital for his injuries. SAN DIEGO (KGTV) -- San Diego Police Monday identified a shooting victim found in Sherman Heights following a crash.According to police, 25-year-old Jose Alberto Ortiz died after officers found him with gunshot wounds on October 22 near 27th Street and K Street.Police responded to the area after receiving reports of a crash. After responding, police say they found a dark sedan that collided with a parked vehicle.“Upon contacting the driver, they saw that he had sustained trauma that was not consistent with a traffic collision and suspected the male had been shot,” police said.The man was taken to the hospital where he later died. After investigating, police learned that the man was driving on the 300 block of 27t h Street when neighbors reported hearing gunshots.The man kept driving, whete he crashed onto a parked vehicle on the 200 block of 27th Street.Anyone with information is asked to call the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 987

  

SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. We are already on life support to begin with, but this will be another threat to our customers and also ourselves," Tegegne said.The threat could be enough to put drivers out of work.“He could have killed me and I’m scared of driving now. This is my living and how I’m supporting my family,” said Ezzaddin Fato.San Diego Harbor Police confirm the arrest of one suspect Saturday, but said another attack has happened since then.
