The Trump administration plans to announce the long-anticipated federal rule officially banning bump stocks in the coming days, according to US officials familiar with the matter.Bump stocks gained national attention last year after a gunman in Las Vegas rigged his weapons with the devices to fire on concertgoers, killing 58 people. President Donald Trump vowed to outlaw the devices soon after the tragedy, and some lawmakers on Capitol Hill urged him to back a permanent legislative fix.But opposition from lawmakers and the National Rifle Association ultimately made a regulatory change the only realistic path forward to accomplishing the President's goal.The devices make it easier to fire rounds from a semi-automatic weapon by harnessing the gun's recoil to "bump" the trigger faster -- an operation that caused officials at the Bureau of Alcohol, Tobacco, Firearms and Explosives during the Obama administration to conclude that it's merely a gun accessory or firearm part, not subject to federal regulation.At Trump's direction, however, the Justice Department submitted a proposed final rule earlier this year that upended the Obama-era interpretation, and concluded that bump-fire stocks, "slide-fire" devices, and devices with certain similar characteristics all fall within the prohibition on machine guns by allowing a "shooter of a semiautomatic firearm to initiate a continuous firing cycle with a single pull of the trigger," and therefore, they are illegal under federal law.Under the new rule, bump stock owners would be required to destroy or surrender the devices to authorities. The White House has issued a new warning to CNN's Jim Acosta, saying his press pass could be revoked again at the end of the month.In response, CNN is asking the U.S. District Court for another emergency hearing."The White House is continuing to violate the First and 5th Amendments of the Constitution," the network said in a statement Sunday. "These actions threaten all journalists and news organizations. Jim Acosta and CNN will continue to report the news about the White House and the President."Last Friday CNN won a temporary restraining order, forcing the White House to restore Acosta's press access to the White House for 14 days. Judge Timothy J. Kelly ruled on Fifth Amendment grounds, saying Acosta's right to due process had been violated. He did not rule on CNN's argument about First Amendment violations.Later that same day, the White House sent Acosta a formal letter outlining a "preliminary decision" to suspend his pass again once the restraining order expires. Beijing has responded with plans to target billion worth of US products and warnings that it's ready to inflict more pain.The moves have fueled fears that the situation could escalate into a full-blown trade war between the world's two largest economies. But Treasury Secretary Steven Mnuchin said Sunday that he's been talking to Chinese officials in an effort to prevent that."We're not afraid of a trade war, but that's not our objective," he said in an interview on Fox News."We are going to proceed with our tariffs ... we're also working on investment restrictions," Mnuchin said. "But we are simultaneously having negotiations with the Chinese to see if we can reach an agreement."The US government wants China to do a lot more to open up its vast economy to US businesses and bring down the massive trade deficit between the two countries.Trump has set a target of cutting the deficit in goods with China by 0 billion. It soared to 5 billion last year, according to US figures.Mnuchin said the United States wants China to do away with rules that require foreign companies to set up joint ventures with Chinese firms in many industries, such as automobiles, and to stop forcing American businesses to hand over valuable intellectual property in order to operate in China.
