(CNN) - Joaquin "El Chapo" Guzman's complaining about lack of outdoor activity may be part of a plan to escape from detention before his sentencing next month, federal officials allege.An attorney for Guzman this month asked a federal judge to intervene over "cruel and unusual" prison conditions for the drug kingpin detained in a federal prison in New York.In the more than two years he's been detained, he's not had access to fresh air or natural sunlight, and is forced to put toilet paper in his ears to mask loud prison noise, his attorney wrote in a letter to the judge.The United States issued a response to the allegations Thursday, saying the only outdoor exercise space at the facility is a rooftop with a wire mesh covering.That facility was the site of a 1981 attempted jail break -- where an inmate's cohorts hijacked a sightseeing helicopter and attempted to cut open the wire mesh covering, the US said."In this case, any outdoor exercise time would be particularly problematic for this defendant," the US said." The defendant has successfully planned and executed elaborate escapes from two high-security penal institutions. As detailed at trial, one of the defendant's escapes involved the construction of a sophisticated, ventilated tunnel that stretched for over a mile. Certainly, an escape via rooftop, using a helicopter, or any related means would be elementary by comparison."He will be sentenced next monthGuzman, once the leader of a murderous drug cartel in Mexico, was convicted in February of running a criminal enterprise and other drug-related charges. He will be sentenced on June 25.He's been in US detention for 27 months, and is in solitary confinement in a 10-by-8-foot windowless cell in Manhattan, according to his defense attorney, Mariel Colon.In the letter to the judge, the attorney described what she called a series of punishments against the drug lord. The light is always on in his cell, leading to a "serious issue of sleep deprivation," she wrote.In addition to the lack of light, the air conditioning in his cell is so loud, he is unable to sleep through the noise, his attorney said. As a result, Guzman has been using toilet paper as earplugs, and he complains of daily headaches and ear pain that makes it impossible for him to use earphones."The reason for the restriction is simple: If there were an emergency, an inmate would not be able to hear the guards alerting the inmates to the problem. Inmates could also use the earplugs as a ruse to ignore, or pretend not to hear, the guards' orders," the government said.The defendant has a week to respond The attorney asked the judge to order the Bureau of Prisons to grant Guzman access to two hours of outdoor exercise a week, earplugs and the same food and drink offerings as other inmates.But the government said he has access to "several different types of exercise equipment, including an exercise bike and elliptical, and a vented window that provides the defendant with access to fresh, outdoor air and sunlight."The US Attorney's Office for the Eastern District of New York and the Bureau of Prisons declined to comment when reached by CNN this month. (KGTV) — As fair season gets underway, the Centers for Disease Control and Prevention warns attendees to practice safe hygiene at petting zoos and around animals.Animals in exhibits can can incredibly educational and fun, but can also put visitors at risk of various germs that can make people sick, including E. Coli and salmonella. From 2010-2015, the CDC said about 100 outbreaks were reported linked to animals in public settings like fairs, zoos, and farms.If interacting with animals — such as feeding, holding, or petting — or touching exhibit areas, guests should wash their hands afterward. Even if visitors don't interact with any animals, germs can still be spread from surfaces around exhibits.Running water and soap are best to use, but if not available, the CDC recommends using an alcohol-based sanitizer with at least 60% alcohol. If gloves are worn, the CDC still recommends washing hands afterward.Especially at fairgrounds, food can find its way into animal exhibit areas. The CDC warns that visitors should not eat or drink around animals or their living areas. Food shouldn't be shared with animals and visitors should not eat or drink any raw, or unpateurized products.For parents, always supervise children around animals. Children 5 years old and younger should not have any contact with reptiles, amphibians, or live poultry because those animals are more likely to make them sick, according to the CDC.Parents should also leave strollers, toys, pacifiers, and cups outside animal exhibit areas. (CNN) -- Rat lungworm disease has sickened three more visitors to the state of Hawaii recently, bringing the total number of cases to 10 for 2018 and five so far this year, the state's Department of Health said.The three cases newly confirmed by the US Centers for Disease Control and Prevention are unrelated, and affected three adult travelers from mainland United States.All five of this year's cases were contracted on Hawaii Island, also known as the Big Island. That island is one of several in the state of Hawaii.A parasitic infection causes the disease formally known as angiostrongyliasis, which is often mild and goes undetected.However, rat lungworm can also cause severe effects on a person's brain and spinal cord, according to the CDC. Symptoms vary, and the most common are severe headaches and neck stiffness. The most serious cases experience neurological problems, severe pain and long-term disability, the CDC says.The exact moment of infection is unknown for each of the three newly confirmed Hawaii cases, though one individual remembers "eating many homemade salads while on vacation," while another ate unwashed raw fruits, vegetables and other plants straight from the land, according to the Department of Health.One of last year's 10 total confirmed cases became sick after purposely eating a slug on a dare, according to the Department of Health. Most people, though, become ill by accidentally ingesting a snail or slug infected with the parasite, it said.The illness usually lasts between two weeks and two months, and on average, the incubation period is one to three weeks. However, an infection can incubate in only a single day or in six weeks, according to the CDC.Endemic in HawaiiHeather Stockdale Walden, an assistant professor of parasitology at the University of Florida, previously told CNN that rat lungworm disease has "been endemic in Hawaii for at least 50 years."The parasite can fully mature in rats. Garden-variety slugs and snails, which eat rat feces, can serve as intermediate hosts, allowing the parasite to grow to a stage where it's capable of causing infection, though never to full adulthood (and so never capable of reproduction).When the parasite gets into a human, it can get lost, and in some cases "go to the brain," Walden explained.In such cases, meningitis, a swelling of the thin membrane covering the spinal cord and brain, may be the result. The ingested parasite "can also move to the eye, and you can get ocular angiostrongylus," Walden said. Surgical removal may be necessary in these cases. In the best of cases, patients develop mild illness and simply get better on their own.People sick with rat lungworm disease do not become contagious.Preventing an infection "It's important that we ensure our visitors know the precautions to take to prevent rat lungworm disease," Hawaii Health Director Bruce Anderson said in a statement.The state's Health Department recommends you wash all fruits and vegetables -- especially leafy greens -- under clean, running water to remove any tiny slugs or snails. Snail, slug and rat populations need to be controlled around homes, gardens and farms by clearing debris where they might live, and also using traps and baits.Also inspect, wash and store produce in sealed containers, regardless of whether it came from a local retailer, farmer's market or backyard garden.In the Hawaiian islands, about 80% of land snails are carriers of the parasite, according to a 2014 research paper.First discovered in China in 1935, rat lungworm disease has spread to Asia, Australia, the Americas (including Brazil, the Caribbean islands and the United States) and the Pacific islands. More than 2,800 cases of human infection have been reported in 30 countries.Anyone worried that they might be infected should consult a health care provider. 3844
