SAN DIEGO (KGTV) - All month long recreational vehicle owners staying at the Dreams for Change safe parking lot have been desperate to find a new place to stay. They were given 30-day notices to leave the site by the end of July. Dreams for Change leadership says it was always their intention to shift clients to the City's new safe parking lot, located near SDCCU stadium. However, the new safe parking lot has gone mostly unused. RV owners are required to move their vehicles during the day, which can be a barrier for some.CEO of Dreams for Change, Teresa Smith, says they've now come up with a temporary solution. RV owners will be allowed to leave their vehicles on the property, but they will have to go during the day.The nonprofit must balance serving their clients while also abiding by permitting and zoning rules. They are working to treat RVs the same way cars are treated in the program.Smith says the ultimate goal is to transition clients into permanent housing, who receive assistance from a caseworker. According to the Dreams for Change website, 2,650 people have been served through the program since 2009, and 65% of participants find housing or long-term transitional housing within three months of coming into contact with the nonprofit. 1268

SAN DIEGO (KGTV) - An off-ramp drivers have used for decades to exit the northbound state Route 163 onto Friars Road is gone for good.On Wednesday, Caltrans permanently closed the off-ramp that leads from northbound SR-163 to eastbound Friars Road. The exit provides direct access onto eastbound Friars Road, with a straight shot to SDCCU stadium and the thousands of homes being built that direction. It also gets drivers away from the traffic heading toward the Fashion Valley Mall. 493

SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out. She never got his name.Arreguin wants to meet him again and thank him.If you know who he is please email us at the station at tips@10news.com.  874

SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis. He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service. You can donate to the fundraising effort here. 1099
