While beautiful spring temperatures have settled into the Plains and Midwest, folks there shouldn't get used to it. There's a storm on the way that's going to remind Midwesterners that winter's never over till it's over. The potential is there for a "bomb cyclone" to impact the Plains this week. That's an area of low pressure that drops 24 millibars in 24 hours -- aka a potent, rapidly intensifying storm system. This would be the second time in less than a month a storm of this magnitude has developed in the Plains. It's rare enough to have one form inland, much less two.Typically we see "bomb cyclones" form off the US East Coast in the form of nor'easters.Right now the forecast models have the storm teetering on the edge of bomb-cyclone criteria. Either way, this storm is forecast to unleash a variety of wild weather this week.Blizzard conditions likely for manyThis powerful storm is forecast to develop Tuesday in the Rockies, where it will rapidly intensify and bring blizzard conditions to the Plains on Wednesday.Overnight temperatures in the Plains will drop nearly 40 degrees in just 12 hours, including in Denver -- which is expecting a high of 80 degrees Tuesday and blizzard conditions by Wednesday night.Winter storm warnings and watches stretch from the Rockies to the Great Lakes. There are blizzard warnings for almost 4 million people from eastern Colorado to southwestern Minnesota. Up to 2 feet of snow will be possible with wind gusts of 45-55 mph across South Dakota and Nebraska, along with white-out conditions.A potentially historic winter stormThursday the storm will reach the Midwest, bringing with it the heavy snow and wind. A foot of snow is possible for places like Minneapolis, where forecasters are calling for "a potentially historic winter storm."Winds will gust up to 45mph.While an April snowstorm seems like a punch in the gut, April snowstorms do happen. 1914

Tyson Hellmich recently became the new owner of a "smart house" in a "smart community."“The technology, obviously, was a huge part of our decision. Every house gets one-gig internet, and that’s nothing we’ve ever experienced before,” Hellmich said. From high-speed internet to automated coffee makers, smart homes are popping up throughout the country. And just how smart the home can be depends on how much you want to spend.“The smart home features are highly dependent on your own investment,” Hellmich said. There’s also technology outside of the home that’s part of the community. Irrigation sensors can detect when grass needs to be watered, and streetlights are used to alert the community of a significant weather event or safety hazard.“They have a little LED light on top of each one of them that can change colors,” Hellmich said. The definition of a smart community depends who you ask.“A smart community is really an innovative community looking for new technologies and partnerships with folks like Arrow to solve problems in a different way,” Colorado Smart Cities Alliance Executive Director Tyler Svitak said.Using the latest technologies, Svitak says these communities can tackle problems that arise with transportation, air quality, water conservation and energy efficiency. For example, in the case of a water main break, people used to not know the main had burst until their street was flooded.“Now we can predict that before it happens by putting sensors underground, and monitoring that leakage over time to prevent that water main break from happening in the first place,” Svitak said. There aren’t a lot of metrics on the number of smart communities already in place across the nation.According to Svitak, the term was coined in 2010 and really started to explode in 2016, when the federal government gave cities million to spend on smart technology.“It’d be hard pressed to find a major city or a mid-sized city not working on smart solutions,” Svitak said. The most critical part of a smart community is connectivity.Walker Hinshaw is the COO of Lumiere, the technology provider for a smart community in Colorado called Sterling Ranch. He says "fiber" is the technology being used to connect everything in these new communities, making internet speeds faster than ever.“Fiber’s really that passive component in the system, so as the electronics get better and better, we’re going to be able to have faster and faster speeds out here,” Hinshaw said.As technology improves, smart city enthusiasts believe life can get better, too.“Developers are realizing that there’s a huge return on investment for residents to better monitor their water or their energy, or improve the safety of their community by making sure the police can respond more quickly to an incident," Svitak said. "Maybe there’s even a camera that’s able to detect a traffic accident before anyone can pick up the phone and dial 911.” Hellmich believes it’s the future of housing and he’s looking forward to witnessing how it changes day-to-day life.“As technology progresses, it’s inevitable for it to make its way more and more into our homes,” Hellmich said.  3172

Two United States service members were killed in Afghanistan on Friday, according to a statement from the NATO-led international military coalition in Kabul. They were killed while conducting an operation, the statement said. There were no further details, and the names of those killed were being withheld until next of kin are notified.A spokesperson for the coalition told CNN that "the incident is under investigation and we have no additional information to provide."Two US defense officials told CNN that the US service members were killed during a partnered US-Afghan military operation in Kunduz Province in northern Afghanistan. The officials added that initial indications are that they were killed during a fight with the Taliban. Afghan troops were also killed in the incident. This marks the third and fourth US military deaths in Afghanistan in 2019 and comes as the Trump administration has sought to negotiate with the Taliban to help bring the conflict to an end.The US has about 14,000 troops in Afghanistan, where they primarily advise Afghan forces battling the Taliban and the local ISIS affiliate. While US officials have said the talks with the Taliban have made progress, they have yet to finalize any agreements and intense fighting between the government and the insurgency continues. The talks have also 1338

WASHINGTON, D.C. – With bipartisan support, Congress passed its second stimulus package in two weeks on Friday. The latest bill has a trillion price tag, aimed at helping Americans and businesses struggling amid the coronavirus pandemic. About 0 billion is budgeted to go small businesses, 0 billion is committed to major distressed industries, a separate 0 billion was allocated just for the healthcare industry, and the rest will go to covering the expanded unemployment compensation along with direct payments or checks for more than 100 million American adults.“This is an incredibly difficult time for most Americans,” said Amy Hanauer with the Institute on Taxation and Economic Policy. “I think congress knows that and that was reflective in this attempt to get quick money into most people’s pockets.”Hanauer’s team has researched the most common questions around the direct payments, like who exactly qualifies and how quickly can someone expect a check?“I am absolutely certain it will take a few weeks for many households,” said Hanauer. “We know that Americans need this money right now, but it is going to take a while to get sorted.”Hanauer believes it will take at least two weeks, likely three weeks, before checks start arriving. Those checks will only automatically go to people who filed taxes in 2018 or 2019, and only people who use a social security number when they filed. Those who used an ITIN number to file taxes, typically immigrants, do not qualify.Per the Internal Revenue Service's latest guidance, those with a Social Security number who typically do not file tax returns will need to file a simple tax return to receive an economic impact payment. Low income tax payers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file tax returns will not owe tax.In addition, your income is the last determinant on whether you will get a check and how much that check will be.“If your earnings in the year 2020 are under ,000, you as an individual will get some sort of check from the federal government,” explained Hanauer. “If you have earned less than ,000, you should get ,200 for you and up to 0 for each of your children.”The maximum for a couple with two children is ,400, and if they file a joint return, the threshold is 0,000. Technically your qualification for the money is based off your 2020 income, but since no one has or can file a return with that income yet, the IRS is using either your 2018 or 2019 tax return. They will use the latest year on file. Many have wondered what will happen if you have a significant change in income in 2020. If you suddenly make over the ,000, and you were below it in 2018 or 2019, the government will not force you to pay the money back. However, if your income was above the threshold in 2018 or 2019, and you don’t receive a check, but in 2020 your income ends up decreasing below the ,000 threshold, then you will get a ,200 tax credit on your 2020 return.Editor's Note: An earlier version of this web script and current video incorrectly identified Amy Hanauer as Ana Hanauer. 3183

Uber is blowing through billions of dollars, but CEO Dara Khosrowshahi is undeterred. In an interview with CNN correspondent Christiane Amanpour that will air Wednesday, Khosrowshahi defended Uber's business model, which involves the company investing heavily in promotions to entice customers to its on-demand ride and meal-delivery offerings."The model is absolutely sustainable," Khosrowshahi said. "The business, for example, is still growing 30-plus percent on a global basis. And anytime you have a business that has the kind of market size of trillions of dollars in terms of transportation and food and global commerce, it makes sense for a company to invest."Uber lost .2 billion in the three months ending in June, its 742
