BRUSSELS, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called on the European Union (EU) to recognize China's market economy status and remove its arms embargo against it.Speaking at a China-EU summit here, Wen said the summit mechanism, the highest-level platform for bilateral political talks, should push for an end to the two outstanding difficulties.The summit should enhance its role as provider of strategic guidance, and clear the way for further advancement of China-EU ties, he told the summit, co-chaired by him, European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso. Chinese Premier Wen Jiabao attends the 13th China-EU Summit in Brussels, capital of Belgium, Oct. 6, 2010.China would work with the EU to achieve balanced and sustainable development of bilateral trade, improve investment environment and enhance cooperation in financial and fiscal policy-making processes, Wen added.Meanwhile, the two sides should make concerted efforts to further expand hi-tech cooperation and people-to-people exchanges, push for the reform of the international financial system and maintain coordination on climate change, energy security and hot regional affairs, the Chinese premier said.All responsible countries in the world should refrain from launching trade or currency wars, Wen said, expressing the hope that the European side would take an objective and fair stance on China's currency exchange rate.Wen said China has expressed its support for and confidence in the 27-member European bloc, and believes that a strong and stable EU is conducive to the world as well as to China.

BEIJING, Oct. 3 (Xinhua) -- China's work safety supervisor will soon launch a nationwide inspection campaign on coal mines to crack down on illegal mining and prevent deadly accidents.A spokesman of the State Administration of Work Safety (SAWS) said Sunday the campaign, which starts on Oct. 10 and lasts until Nov. 30, will check whether accident-prone small coal mines of outdated capacity have been shut down according to state policies.Technological upgrades, merger and acquisition of coal mines will also be examined during the campaign, the spokesman said.According to the SAWS, 1,539 small coal mines of outdated capacity have to be closed in China this year to meet the country's carbon dioxide emission and pollution-reduction requirements.China's annual fatalities at coal mines had dropped from a peak of 6,995 deaths in 2002 to 2,631 in 2009, according to data from the SAWS.Six people were killed and 12 were injured in a coal mine gas outburst Sunday in southwest China's Guizhou Province, a spokesman with the provincial work safety bureau said.The accident occurred at around 1:20 a.m. Sunday in Xinglong Coal Mine in Tongzi County, Zunyi City of Guizhou, said the spokesman.Thirty-five people were working in the mine when the accident happened. Twenty-two people escaped, and another 12 were rescued.One worker missing was later found dead in the mine, and five died when being taken to hospital.

THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. Asser Institute commented, "but also, strangely enough, that they are women.""Although it may be too early to say, perhaps their nomination forebodes a new attitude towards the ICJ and international law," Ribbelink added.Shortly after the swearing in ceremony, Xue and Donoghue joined their colleagues to start public hearings of a case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination between Georgia and Russia."More than a dozen cases are on trial now and all the judges have a lot of work to do," which shows that most governments attach more and more importance to the ICJ, said Xue, who turns 55 on Wednesday."This will benefit the development of international law and bring profound influence to the international society," she added.Donoghue, a former legal adviser in the U.S. Department of State, was elected to the ICJ on Sept. 9.The ICJ, the principal judicial organ of the United Nations, has 15 judges who are each elected to a nine-year term of office and may be re-elected. In order to ensure a measure of continuity in the composition of the court, one third of the membership is renewed every three years.

  

BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening.The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said.Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said.But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said.The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said.The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. Do they want fair trade, a normal dialogue or transparent information? ...Judging from the procedures, I believe (politicians of) the United States are more willing to get votes," Zhang said.In a statement Saturday, China's Ministry of Commerce (MOC) expressed "regret" over the U.S. probe on Chinese clean energy products and said China would defend its interests in the World Trade Organization (WTO) rules."The union's complaint is groundless and irresponsible" as both parties should act in line with the WTO rules, said an official with MOC's Bureau of Fair Trade for Imports and Exports in its statement.The statement said the United States was subsidizing up to 2,300 energy-related programs, including clean-energy projects.

  

HANOI, Oct. 11 (Xinhua) -- U.S. Defense Secretary Robert Gates on Monday accepted an invitation to visit China early next year, a Chinese official said.Chinese Defense Minister Liang Guanglie extended the invitation during his talks here with Gates, Guan Youfei, a Chinese Defense Ministry official, told a press conference.Although very brief, the meeting showed that both sides attach great importance to developing military ties between the two countries, and was helpful to enhance mutual understanding and trust, he said.The tete-a-tete between the two defense chiefs was their first since bilateral military ties soured in January following Pentagon's decision to sell a 6.4-billion-dollar arms package to China's Taiwan province.While noting the setback, Guan said that ties between the two militaries have never ceased moving forward, and dialogues and exchanges under some established frameworks will continue.Beijing and Washington will hold their annual consultations on maritime security in Hawaii later this week, which will be followed by a new round of annual defense consultations in Washington, he added.The schedule has not been fixed for the Washington meeting, which is to be co-hosted by Deputy Chief of the General Staff of the Chinese People's Liberation Army Ma Xiaotian and U.S. Under-Secretary of Defense Michele Flournoy, Guan said.Commenting on the on-again-off-again military ties between China and the United States, Guan stressed that the main obstacle is Washington's arms sales to Taiwan.During talks with Gates, the Chinese defense minister said it is important for the two countries to respect each other's core interests and major concerns, consolidate mutual trust and decrease suspicion and misjudgment, and properly settle differences and sensitive issues in order to keep bilateral military ties in a healthy track.
