SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The facility would face east, allowing golfers to tee off facing the downtown skyline.RELATED: Gaslamp Quarter thoroughfare may become a promenadeAn August economic analysis by London Moeder Advisors said a Topgolf location at the site could support about 500 permanent jobs and provide about million in economic impact once completed. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. The location could also include public viewing areas and shared parking options.10News reached out to Topgolf for comment, but has not yet heard back.In 2015, the Port sought development ideas for Harbor Island. SAN DIEGO (KGTV) - The U.S. Coast Guard reports sightings of a whale in San Diego Bay.Several pictures were posted online by San Diego Floating Lab, which is located off Shelter Island in America's Cup Harbor.Captain Rick Scott of Ocean Odyssey took the photos. SAN DIEGO (KGTV) - Thousands of San Diego students Friday are expected to take part in the county's largest ever high school walkout on climate change. "I think it's a pivotal moment for youth," said Katelynn Sutton, a senior at High Tech High in Point Loma and event organizer. Around 10:30 a.m. on Friday, Sutton will lead dozens of students plan on a walkout. The students will hop on a bus to San Diego's City Hall, where they will attend a public rally for climate action for the rest of the school day."It's going to show adults they need to take action now because we don't have any more time," said Sutton.Around the same time at University City High, senior Summer Camporesi will be leading hundreds of students on a walkout."We'll be meeting in the middle of school and then walking up Genesee [Avenue] to Standley Middle School," said Camporesi.At a park near the school, they will join several hundred middle school students for an hour-long rally, before heading back to class. In all, dozens of schools across San Diego County are expected to take part in the global climate strike, most of them high schools."We're showing it's super important. We're willing to take time out of our education," said Camporesi.Several area school districts, including San Diego Unified and Sweetwater Union High School District, have passed resolutions supporting the youth-led global campaign. SAN DIEGO (KGTV) - The place where an 87-year-old woman was hit and killed by a FedEx truck, is now covered with candles, flowers, and messages from loved ones.Mary Francel was a mother to eight and grandmother to dozens more.She was walking back from church and crossing a driveway on Balboa Avenue near Mount Albertine Avenue when the FedEx truck hit her. The driver immediately stopped after the crash."She was very much well-loved and she put all of us first at all times, it was never about her," said Joey Villegas, one of Francel's grandchildren. "I wrote her and told her thank you, for how much she taught us. Me and my brother, she basically helped raise us when we were young."Villegas says his grandma loved bingo, drove a big truck and was incredibly devoted to her family and friends.At this time the driver has not been arrested or cited for the accident.   890
