An officer-involved shooting resulted in a fatality at a Baton Rouge apartment complex Monday evening, according to a Louisiana State Police spokesman.The Baton Rouge police officer was escorting an employee from the Louisiana Department of Children and Family Services (DCFS) to the Palms apartment complex when a struggle ensued, culminating in the fatal shooting, spokesman Bryan Lee told reporters at a news conference.Lee did not specify whether the victim was involved in the DCFS visit to the apartment complex. A large crowd gathered near the shooting scene, according to CNN affiliate WBRZ.The Louisiana State Police Crime Lab and East Baton Rouge District Attorney's Office are currently at the apartment complex investigating the incident, according to Lee.The identities of the shooting victim and officer are not being released at this time, but Lee told reporters the officer sustained a minor injury and was wearing a body camera at the time of the shooting.Shooting victim 'not handcuffed'East Baton Rouge District Attorney Hillar C. ARCADIA (CNS) - Horse-racing fans and animal advocates calling for a ban on the sport were expected at Santa Anita Park Saturday for the biggest day of the park's racing calendar, with the million Santa Anita Derby headlining a 7-race schedule amid an ongoing controversy over a recent spike in horse deaths at the famed track.The Santa Anita Derby plays a major role in determining the favorites for next month's Kentucky Derby.Twenty-three horses have died at Santa Anita since Dec. 26, but two- time Triple Crown-winning trainer Bob Baffert told reporters last week that he remains confident about the level of safety at Santa Anita."If I thought there was a danger out there, I wouldn't even (send) my horses out there so I'm feeling good about what's going on here. But I don't want to jinx myself," said Baffert, who noted that he hasn't had any issues with his horses at the track since the racing season began Dec. 26.RELATED: Horse suffers fatal injuries at Santa Anita track, marking 22nd death since December"We've been under this dark cloud so hopefully we can move forward," he said.Baffert is expected to have two of his top 3-year-old colts -- Game Winner and Roadster -- in the Santa Anita Derby.A small group of protesters was already at the track Saturday, hours before the scheduled first post at noon.Heather Wilson told KTLA5, "We are here because we are speaking up for the horses that don't want to be here. Santa Anita officials had initially proposed a ban on Lasix, but struck a compromise with the Thoroughbred Owners of California and the California Thoroughbred Trainers calling for a 50 percent reduction in allowable dosage.Santa Anita officials previously announced a series of other measures being implemented to help bolster safety of the horses, including:Phasing out the use of whips by jockeys;Complete transparency of all veterinary records;Trainers must apply for permission to work a horse (a timed, high- speed training exercise) at least 48 hours in advance;No therapeutic medications of treatments will be allowed without a qualified veterinary diagnosis from a state licensed veterinarian;Significant and strict out-of-competition testing;Increasing the time required for horses to be on-site prior to a race; andA substantial investment by The Stronach Group in diagnostic equipment to aid in the early detection of pre-existing conditions.Between December and February of the previous year, 10 horses died at Santa Anita, compared with eight in 2016-17 and 14 in 2015-16. The track averaged about 50 deaths per year from 2008-18, according to data from the CHRB.The unusually large amount of rain that has fallen over the Southland last winter has been mentioned as a possible factor in explaining the surge in deaths.Former track superintendent Dennis Moore and Mick Peterson of Racing Services Testing Lab were brought in to conduct a thorough analysis of the main track, and officials repeatedly said they found no problems.Saturday's races also include the 0,000 Santa Anita Handicap. 4974

An online Good Samaritan challenge that's gone viral prompted two Michigan brothers to offer free lawn mowing to people who can't easily do it themselves.Now, the nationwide challenge's organizer is headed to metro Detroit to recognize their efforts.16-year-old Sam and 13-year-old Hunter have mowed 51 lawns in Westland for free since April. It's a task most people hate, especially in the summer heat; but Sam loves it. So when his parents told him about the "50 Yard Challenge," it was a no-brainer.“We get the feeling that we’re helping people who really can’t help themselves," he said.Rodney Smith, Jr. created the challenge. He's the founder of Raising Men Lawn Care Service in Alabama."Back in 2015, I came across an elderly man outside mowing his lawn. It looked like he was struggling, so I pulled over and helped him out. That night I decided I’ve to start mowing free lawns for the elderly, disabled, single parents, and veterans in Huntsville, Alabama," Smith told WXYZ. Especially when things kind of hit, a lot of the activities they weren’t able to do anymore. An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau.
