SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in custody after reportedly breaking down a fence and walking into someone’s home Tuesday afternoon. Police were called to the 2900 block of Hornet Way around 3:30 p.m. Tuesday afternoon after receiving a call from someone saying a man, later identified as Buddie Thomas Nichols, 40, had entered his home through a rear door. According to police, the man broke down a fence and walked into the home through an open back door. Two of the residents were upstairs while their 9-year-old daughter was asleep downstairs, according to police. Police say one of the residents came downstairs when he heard commotion and confronted Nichols, punching him twice in the face and rendering him unconscious. Police say the suspect woke up and ran out of the house displaying bizarre behavior after the resident kicked him. Witnesses told police they believed the man was on drugs. When police arrived and tried to take the Nichols into custody, officers say he resisted, forcing them to use physical force to get him into handcuffs. After paramedics arrived, police say Nichols became unresponsive and later died after being taken to the hospital. 1215

SAN DIEGO (KGTV) — San Diego Crime Stoppers released new video Wednesday of a suspected arsonist they believe set several fires in the Point Loma and Ocean Beach areas last month.San Diego Metro Arson Strike Team investigators say during the early hours of Sept. 28, between 12:30 a.m. and 5:03 a.m., six separate fires were started in the backyards of homes. Various items were ignited, investigators say, at the following locations:12:30 a.m. - 4500 Muir Avenue1:12 a.m. - 2100 Froude Street2:22 a.m. - 4300 Piedmont Drive2:50 p.m. - 4117 Catalina Place4:04 a.m. - 4300 Monaco Street5:03 a.m. - 3900 La Cresta DriveA white, compact SUV similar to a Toyota RAV4 was seen in the 4100 block of Catalina Place just before a fire was discovered at that location, investigators added.Video and photos show a person in a hooded sweatshirt, shorts, and sandals walking in the yard of a home where one fire ignited. In the video, the person can be seen walking with what appears to be a piece of paper in one hand and cigarette in the other, before disappearing from the video. SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.RELATED: 1110
