SAN DIEGO (KGTV) — One of the country's best spots to lay and in the sand and watch the tide roll in is right in San Diego.Stephen Leatherman, a professor at Florida International University more widely known as "Dr. Beach," has released his annual list of the best beaches in the U.S. Rounding out the top 10 at number nine is San Diego's own Coronado Beach for the second straight year.Tucked along Coronado, the beach is hailed by Leatherman as a local oasis and "toast of Southern California."RELATED: Coronado's Free Summer Shuttle service launches before Memorial Day"Coronado Beach is the toast of Southern California; it is a veritable oasis by the sea, measuring hundreds of yards wide. With its lush subtropical vegetation, unique Mediterranean climate, and fine sparkling sand, beach-goers flock to this beach for great ship-watching and the summer’s warm and mild surf," Leatherman writes.The Hotel del Coronado is also touted for its "Old World elegance" and appeal that it adds to the sandy shores. Coronado Beach was the only California beach to make the list. Topping the beach rankings is Kailua Beach Park in Oahu, Hawaii.So what makes Leatherman the expert? He uses 50 criteria to evaluate beaches, including water and sand quality as well as safety and management. Since 1991, the professor has graded beaches and is regarded as a coastal expert, from storm impacts and coastal erosion to beach health. 1430

SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

  

SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. Together, we will remain focused on student success, our response to the FCMAT report and building toward a successful spring semester," Kahn wrote in a release.RELATED:San Marcos parents sound off against superintendent's hiresSan Diego State's stadium effort gets -million donationThat Nov. 8 Fiscal Crisis Management Assistance Team (FCMAT) report identified several serious concerns regarding the district's fiscal health. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) -- Police are investigating after a body was found in Balboa Park Wednesday afternoon. According to officers, the body was found on the 2100 block of Balboa Drive near Juniper Road and the San Diego Chess Club. The cause of death is unclear at this time. Investigators are currently waiting for the medical examiner to arrive. 10News will continue to keep you updated as soon as we receive more information.  458
