(KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. SAN YSIDRO (CNS) - A speeding Orange County driver attempting the enter the country was killed after his car struck a man and woman and crashed into a metal barrier at the San Ysidro Port of Entry today.The crash occurred about 2:14 p.m. in a lane that was closed to traffic, according to California Highway Patrol Officer Salvador Castro.A gray Hyundai sedan driven by a 27-year-old man from Santa Ana was attempting to cross into the United States, Castro said. The Hyundai was traveling at a high rate of speed when it struck a metal swing arm barricade.It is unknown if alcohol or drugs were factors in the collision. The driver's name was not released.Tijuana police said the driver's vehicle struck a 70-year-old man and a 49-year-old wheelchair-bound woman on the Mexican side of the border. Witnesses said they were vendors.Mexican Red Cross ambulances took the injured pair to a hospital for treatment of moderate injuries, according to the Tijuana Fire Department. 982

SAN MIGUEL COUNTY, Colo. -- A husband and wife from Florida were killed in a small plane crash Monday in Colorado, just days after their wedding.According to the San Miguel County Sheriff's Office in Colorado, the victims in the crash were identified as Costas John Sivyllis, 30, and his wife of four days, Lindsey Vogelaar, 33, both of Port Orange, Florida.Deputies said the couple was leaving Colorado to return to Florida in a privately owned Beechcraft Bonanza when it crashed in the Ingram Basin east of Telluride, where they were married Oct. 1.Sivyllis, a United Airlines pilot and flight instructor, and Vogelaar, who also worked in the airline industry, were the only people on board. 701

(KGTV) -- A 70-year-old U.S. Customs and Border Protection officer was arrested Wednesday after prosecutors say he strangled a traveler in San Ysidro.Prosecutors say while on duty, Harvey Booker, 70, strangled a traveler at the San Ysidro Port of Entry that resulted in “bodily harm.”No details on what led up to the incident were released about the July 8 incident.“There is no excuse for law enforcement officials to abuse the significant trust and power placed in them,” said U.S. Attorney Adam Braverman. “Law enforcement takes great pride in protecting the civil rights of all people. When that trust is betrayed, we must hold that officer accountable.”CBP responded with the following comment.“U.S. Customs and Border Protection stresses professionalism, honor and integrity in every aspect of our mission and does not tolerate actions by any employee that would tarnish the reputation of our agency,” said Pete Flores, Director of Field Operations.The agency says they are cooperating with the FBI and DHS in the investigation. SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456
