SAN DIEGO (KGTV) — San Diego County leaders expanded public health orders set up to address the coronavirus pandemic.San Diego County's expanded order closed all gyms and fitness centers and restricted child care to "stable" groups of 10 children (the same group of 10 children with the same childcare professional each day) starting at midnight Thursday.Earlier this week, health leaders issued several public health orders that suspended bars, in-restaurant dining to pickup or delivery only, and large social gatherings of 50 or more people.RELATED: California COVID-19 Tracker: San Diego coronavirus updatesList: School districts providing free meals amid closuresSan Diego and national closures, cancellations, postponements due to COVID-19Wednesday's orders also limited public gatherings from 50 to no more than 10 people.According to County Public Health Officer Dr. Wilma Wooten, that order banning large gatherings does not apply to public transit, airports or mass transportation.Wooten added that while some businesses have reportedly stayed open despite the measures, the county would enforce the orders as violators are reported.Officials stopped short of saying a shelter-in-place order was coming, but Wooten said Southern California health leaders were scheduled to discuss the potential step later Wednesday.RELATED:How to work out from home during San Diego's COVID-19 gym closureTribal leaders announce closures of San Diego County casinos amid coronavirusDr. Eric McDonald, medical director of the San Diego County HHSA’s Epidemiology and Immunization Services Branch, added that since the measure was being discussed, locals should prepare themselves for such an action.San Diego County has 80 reported coronavirus cases, as of March 18. The county says 67 are San Diego County residents, five are in federal quarantine, and eight are non-residents:-- Age 0-17: 0 cases-- Age 18-64: 63 cases-- Age 65+: 17 cases-- Females: 27 cases-- Males: 53 casesTuesday, the county's health orders and strong recommendations to limit the spread of COVID-19 included:All public or private “gatherings,” defined as any event or convening that brings together 50 or more people in a single room or single space at the same time, such as an auditorium, stadium, arena, theater, church, casino, large conference room, meeting hall, cafeteria, or any other theater, church, casino, large conference room, meeting hall, cafeteria, or any other indoor or outdoor space, are prohibited. All non-essential gatherings of any size are strongly discouraged;All bars, adult entertainment establishments, and other business establishments that serve alcohol and do not serve food, shall close;All restaurants and other business establishments that serve food shall close all on-site dining. All food served shall be by delivery, or through pick-up or drive thru. Social distancing shall be required for persons picking up food on site.All businesses shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for its workforce. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval;All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of school-aged minor children shall take steps to ensure said children are not participating in activities prohibited by the Order and that social distancing requirements are practiced;A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home;“Non-essential personnel,” defined as employees, contractors, or members of the public who do not perform treatment, maintenance, support, or administrative tasks deemed essential, are prohibited from entry into any hospital or long-term care facility. All essential personnel who show any potential signs or symptoms of COVID-19 shall be strictly prohibited from entry into hospitals or long-term care facilities;Hospitals and healthcare providers shall take measures to preserve resources including delaying non-emergent or elective surgeries or procedures where feasible;Hospitals, healthcare providers, and commercial testing laboratories shall report all COVID-19 test results to the Public Health Officer immediately after such results are received;All persons arriving in the county, from locations as found on the Centers for Disease Control and Prevention (CDC) Warning Level 3 Travel Advisory shall be subject to 14-day home quarantine, self-monitoring;A strong recommendation is made for persons exhibiting mild to moderate symptoms of COVID-19 to self-isolate themselves in their place of residence unless seeking medical treatment 4875

SAN DIEGO (KGTV) -- San Diego Lifeguards responded to two reported shark sightings off Scripps Beach Friday morning.San Diego Fire-Rescue Department officials said the first report came from a surfer at the beach -- located between La Jolla Shores and Ellen Browning Scripps Memorial Pier -- at around 10:30 a.m. As of 4 p.m., there were no additional sightings and the advisory for beachgoers had been lifted from La Jolla Shores beach.The surfer told lifeguards she was about 100 yards from the beach and within the surf line when she saw a six-foot shark “that was not acting aggressively and was heading north,” according to SDFD officials.Lifeguards patrolled the area where the share was seen but did not locate it.SDFD officials also said another surfer told lifeguards of a shark in the area that was also about six feet in length.Lifeguards at the beach are informing beachgoers of the sightings and posted warning signs on the beach.SDFD officials said no city beaches were closed.The sightings come one day after at least three sharks were seen in the waters off Torrey Pines State Beach. 1107

SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County.As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist.With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border.The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

  

SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

  

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2919
