SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. Businesses also can’t have live music or allow customers to vape.Indoor dining will be closed for at least the next three weeks after the county remained on the state's monitoring list for three consecutive days, leading all indoor operations to be halted at a variety of businesses, including restaurants, where county health officials say many of the recent outbreaks occurred.RELATED: San Diego to close some businesses as COVID-19 cases spikeLast month, Faulconer proposed waiving fees and permits to allow businesses to expand into parking lots, sidewalks and on-street parking spaces, a move intended to maximize social distancing for employees and customers by stretching operations into outdoor spaces.In a statement announcing the executive order, Faulconer said, "Given that the state's new shutdown order has an immediate impact on local businesses, this action will provide relief while the city is finalizing a new ordinance for council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors."The San Diego City Council is expected to consider an ordinance regarding the permit regulations at a meeting next week.“It will reduce fees, it will wave and streamline permits,” said Faulconer. “It will allow for outdoor dining plazas, and it will allow businesses, in addition to operating in parking lots and sidewalks, to safely expand operations into on-street parking.”“It’s really a lifesaver for these businesses,” said Benjamin Nicholls, the Executive Director of the Hillcrest Business Association. “I’m hearing relief, I’m hearing that the mayor turned out to be the partner that the restaurant community wanted him to be.”Nicholls has been pushing the city also to allow dining in parking lanes. He said that could be an answer for restaurants that don’t have enough sidewalk or parking lot space, like in Hillcrest and North Park.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut downHe is thrilled that the council will consider approving the proposal to include parking lanes next week.”Putting it in the parking lane can really save some of these businesses,” he said.Also Tuesday, Poway City Councilmembers voted unanimously to approve a proposal by Mayor Steve Vaus to buy outdoor picnic tables.The tables will be used by restaurants in need to help them move business outdoors. Vaus plans to use funding from the CARES Act to purchase the tables.Vaus added that no permits will be required to use the tables on sidewalks or in private parking lots and that they are expected to be distributed this week.Once restaurants are finished using them, the tables will be moved to local parks in Poway.“I think this is kind of a no brainer win-win type of situation I would love to see more picnic tables in our parks eventually, and so that's a great thing. And to do every little thing that we can to help our local businesses,” said Deputy Mayor Caylin Frank. 3398

SAN DIEGO (CNS) - A Lemon Grove man who aimed a laser pointer at a San Diego police helicopter during a police protest this summer is facing a maximum possible sentence of five years in prison following his conviction by a federal jury, the U.S. Attorney's Office said Thursday.Rudy Alvarez, 25, was found guilty by a jury in San Diego federal court late Wednesday for shining a laser at the SDPD chopper around 8:30 p.m. June 4 in the area of 500 University Ave.The U.S. Attorney's Office said Alvarez shined the laser at the chopper multiple times over the course of an hour as he marched with protesters through downtown San Diego.The count of aiming a laser pointer at an aircraft carries a maximum possible sentence of five years in prison and a 0,000 fine. Sentencing is scheduled for Feb. 22.U.S. Attorney Robert Brewer called the result "a very important verdict" and said "This kind of crime could have a disastrous impact if a pilot's sight is compromised. We support the Constitutional rights of free speech and assembly, but the rule of law must be respected. It's there for a reason -- to protect the public and law enforcement from danger."Earlier this year, the U.S. Attorney's Office also charged San Diego resident Stephen Glenn McLeod with the same count for allegedly directing a laser at a San Diego Police Department chopper multiple times during a protest on Aug. 28. SAN DIEGO (CNS) - A man who allegedly posed as a maintenance worker in order to burglarize residences across San Diego County was charged Thursday with burglary and other felonies that could have him facing more than 300 years in prison.Corey Henson, 45, is suspected in burglaries in San Diego, La Mesa, El Cajon, Vista and San Ysidro that occurred between August of last year and this February.Deputy District Attorney Daniel Shim said Henson could face 339 years and four months to life if convicted of all counts, due to numerous prior convictions, which include burglary and assault with a deadly weapon. SAN DIEGO (CNS) - Health officials announced Tuesday that students at three high schools in San Diego County have tested positive for mumps and may have exposed others to the contagious virus in the last two weeks.One person at each of the campuses -- High Tech High School International, La Jolla High School and San Pasqual High School -- tested positive for the virus, according to the San Diego County Health and Human Services Agency, which did not specify whether the patients were students or staffers.Students and faculty at the three schools are being advised to be aware of possible mumps symptoms, which can include a fever, headache, earache and salivary gland inflammation.The exposures happened during normal school hours on Oct. 21-22 at High Tech High; Oct. 21-23, 25 and 28 at La Jolla High; and at San Pasqual High on Oct. 17-18 and 21-24.Symptoms can show between 12 and 25 days after exposure, according to the San Diego County Health and Human Services Agency."We are working closely with school officials to inform the school communities about the symptoms of mumps and vaccine recommendations," said Dr. Wilma Wooten, the county's public health officer. "Because there is no prevention after exposure for mumps, people should be watching for symptoms and make sure they have all the recommended doses of measles, mumps and rubella immunizations."County health officials have received reports of 47 mumps cases this year, the most in 25 years. Mumps cases statewide, nationwide and in Baja California are also outpacing the number of reported cases at this time last year.The viral disease is passed through coughing, sneezing or close contact. Severe complications are often rare but can include meningitis, permanent hearing loss, a decrease in fertility and fetal loss for pregnant women in their first trimester. Most mumps patients recover without incident.Health officials encouraged all residents to receive the measles-mumps- rubella vaccine to protect against developing the illnesses. The vaccine is recommended in two doses at 12 to 15 months old and at 4 to 6 years old. SAN DIEGO (CNS) - City officials broke ground Monday on the Bay Terraces Senior Center, a project that local residents have advocated for since the 1990s. Mayor Kevin Faulconer and Councilmembers Monica Montgomery and Chris Cate were on hand to mark the beginning of construction on the 3,400-square-foot facility. Once completed, the million senior center is set to include amenities such as a multipurpose room and a commercial kitchen. The facility will serve seniors in Paradise Hills, Bay Terraces and Skyline, according to the city. ``A decade ago, city leaders laid down a thin layer of gravel in preparation for a senior center in southeastern San Diego that was promised but never delivered,'' Faulconer said. ``Today we are making good on that promise and building a center that will be as great as the communities it will serve.'' Faulconer revived the project in 2016 and city officials expect it to be the city's first building to produce as much energy as it uses by leveraging solar panels on the facility's roof. According to the city, the project is partially funded by the U.S. Department of Housing and Urban Development's Community Development Block Grant program. ``This project illustrates the hard work and power of our community to organize and hold elected officials accountable,'' Montgomery said. ``We are pleased to see the Bay Terraces Senior Center start construction and we look forward to the grand opening and visiting the center for many years to come.'' City officials expect the facility to be completed in October 2020. 1567
