SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) - San Diego Police are asking for the public's help in locating a hit-and-run driver who ran over a pedestrian in a wheelchair in the East Village.Police said the pedestrian, a 47-year-old female who was in a wheelchair, was run over at the intersection of F Street and Park Boulevard just before 4 a.m. Saturday. The woman suffered serious but non-life threatening injuries.The vehicle - described as a silver, newer model, SUV - stopped momentarily after running over the woman and her chair, before driving off westbound on F St., police said. The driver then turned northbound on 11th St. and was last seen driving eastbound on E St.Police said the suspected SUV has chrome rims, a tinted sunroof, and possibly tinted windows. SAN DIEGO (KGTV) — San Diego County reported 284 new coronavirus cases on Thursday, 69 of those cases connected to San Diego State University.Thursday's reported cases bring the region's total to 41,608 cases.Since the fall semester started on Aug. 24, San Diego State has reported 509 confirmed COVID-19 cases and four probable cases. We also know that deciding now will allow our students and their families time to plan appropriately. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed.
