SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. And I think that's in conjunction with cooperation of our local governments and our San Diego Police Department," said Palmer. 2081

SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN FRANCISCO (AP) — A federal count shows the number of homeless people increased by double-digit percentages in three San Francisco Bay Area counties over two years as the region struggled to tackle the growing problem, including 17% in San Francisco and 43% in the county that includes Oakland.More than 25,000 people were counted as homeless during an overnight tally conducted in San Francisco, Alameda and Silicon Valley's Santa Clara counties in January. Detailed reports are expected later this year."The initial results of this count show we have more to do to provide more shelter, more exits from homelessness, and to prevent people from becoming homeless in the first place," said San Francisco Mayor London Breed.The San Francisco Bay Area is grappling with a homelessness crisis driven in part by too little housing stock and a raring tech economy that has widened the inequity gap. In Santa Clara County, which includes the city of San Jose, the homeless population increased 31% to about 9,700 this year. Alameda and San Francisco counties each counted more than 8,000 homeless.California Gov. Gavin Newsom has proposed giving cities and counties up to 0 million to build and expand emergency homeless shelters.
