INDIANAPOLIS -- A fill-up at an Indianapolis gas station turned out to cost an Indiana man more than 0 after the fuel was contaminated with water.Steve Schwartz usually heads out with a full gas tank. But one day, he noticed he was running on empty. So he pulled over to the Citgo in Indianapolis. With more than 16 gallons of fuel, he was good -- for about a mile. "After I put the gas in the car, all the lights on the dash went on and the car started to shutter," Schwartz said. He took his 2005 Lexus to be checked out. A techncian took a gasoline sample and noted "mostly water found inside the gas tank. Drained out bad fuel."The .50 he first spent at the gas pump led to a repair bill of 0. "I went to the owner several times and admitted there was a gas contamination problem and he told me would make an insurance claim and have them contact me the following day."But the call from the insurance company never came. In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. It is only 9 in the morning, but the sun in Little Rock, Arkansas is beating down on the pavement as it does this time of the year.It is uncomfortably muggy, so 78-year-old Elizabeth Eckford elects to walk in the shadows of the trees that line Central High School.It is a place she’s grown comfortable with over the course of the last 50 years as she’s remained mostly silent about her experiences as a student at the school.“Talking about the past is a walk through pain,” she said. “It was very, very difficult. I had felt so terribly, terribly, terribly, alone,”Elizabeth was one of the nine black students sent to attend the all-white school on the first day of desegregation in 1957, the resulting reaction of the town has become known as the Little Rock Crisis.Many might recognize Elizabeth’s picture taken by a news photographer that day."At one point [the mob of white students] said get a rope, as I was walking, let’s lynch her,” Eckford recalls. "It was a very frightening, a very threatening time.”Elizabeth endured the harassment until she reached the doors of the high school, but was turned away by National Guardsmen. Alone, she remembers wondering what to do next as she walked over to a bus bench a block from the school.“I remember that bus bench meant safety to me,” Eckford recalls. "There was a pack of reporters and photographers in front of me walking backwards and asking me questions. I didn’t say anything because I was afraid if I opened my mouth I would cry in public.”Over the course of the next 50 years the words that berated Elizabeth manifested into PTSD. The school, that picture, crowded hallways; they would all elicit panic and anxiety. It wasn’t until 1997, when Elizabeth began sharing her story with students at Central High School that she started to heal.“They were very patient with me,” she said. "When I would cry they waited and gave me a chance to resume. It meant that to them I was a human being.”Today, Elizabeth Eckford speaks at national conventions and remembrance events of that first day of desegregation. She says walks by the school and crowded hallways no longer elicit anxiety.She also remains modest in her triumph and dedicated in her pursuit to help others."I point out that [students] can just reach out to support someone who is being harassed,” she said. "Just treat that person in a way that you would want to be treated. That can be very powerful. It was very powerful for me." 2454
