SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction. In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. Parent training videos are also being developed to support families. 1905

SAN DIEGO (KGTV) - President Trump restored the rank of Chief Eddie Gallagher Friday following a conviction for posing with a dead Islamic State captive in Iraq in 2017. The San Diego Navy SEAL was demoted to Petty Officer First Class in July, following eight hours of deliberations by a military jury. He was acquitted of murder and other charges in the case. Gallagher was at risk of losing up to 0,000 when he retired due to his lower rank. RELATED: Navy SEAL Edward Gallagher demoted a rank, docked pay for four months Trump also granted clemency Friday to Army 1st Lt. Clint Lorance and Maj. Matt Golsteyn in separate murder cases, ABC News reported. The White House issued a statement which read in part:"Before the prosecution of Special Warfare Operator First Class Edward Gallagher, he had been selected for promotion to Senior Chief, awarded a Bronze Star with a “V” for valor, and assigned to an important position in the Navy as an instructor. Though ultimately acquitted on all of the most serious charges, he was stripped of these honors as he awaited his trial and its outcome. Given his service to our Nation, a promotion back to the rank and pay grade of Chief Petty Officer is justified.""The President, as Commander-in-Chief, is ultimately responsible for ensuring that the law is enforced and when appropriate, that mercy is granted. For more than two hundred years, presidents have used their authority to offer second chances to deserving individuals, including those in uniform who have served our country. These actions are in keeping with this long history. As the President has stated, “when our soldiers have to fight for our country, I want to give them the confidence to fight.”RELATED: Navy upholds sentencing of Navy SEAL for posing with corpse East San Diego County Congressman Duncan Hunter made a statement following the President’s executive action. “For years, rampant prosecutorial misconduct, political correctness, and procedures that weigh the scales of justice against the accused have personified our military justice system. Self-serving military bureaucrats have felt empowered in instituting policies that have been damning to our warriors on the front lines. Today, thanks to the leadership of President Trump, these Pentagon armchair lawyers are being put on notice. The President recognizes that our combat warriors are to be supported in meeting the incredible responsibilities we place on them and I very much appreciate his advocacy for America’s warfighters. While nothing can make up for the years Matt Golsteyn, Eddie Gallagher and Clint Lorance have lost because of our broken military justice system, the President’s action today takes a big step forward in righting past wrongs. These brave military families can now move forward rebuilding their lives and, in the meantime, I’ll continue working with my colleagues on the Justice for Warriors Caucus to ensure similar miscarriages of justice are both addressed and, hopefully, never happen again.” Attorneys for Gallagher had asked for clemency, but the request was denied in October.Associated Press contributed to this report. 3147

SAN DIEGO (KGTV) -- North County leaders, including city mayors and Supervisor Jim Desmond, joined Legoland officials Friday morning in a press conference demanding answers from the state as to when and how they can reopen. They said a letter was sent last week to Gov. Gavin Newsom requesting that the state implement protocols to abide by to reopen, similar to what they established with schools.Legoland's park is mainly outdoors and has been closed since March. Their hotel opened in July and hotel guests can access the main promenade but the park wants to open its doors to the public. The park's president, Kurt Stocks, said Legoland has implemented safety guidelines for the attraction to operate outdoors with sanitizer stations, distance markers and temperature checks upon entering. Stocks said he and city leaders believe the state needs to implement guidelines for all businesses across San Diego county, indoor and outdoor, so employees who were furloughed or laid off can get back to work. At Friday's press conference, leaders also stated they constantly receive calls from residents with questions as to when they can open their businesses back up and hope to provide them with answers sooner than later. "We've heard very little and I recognize the state has to make decisions for businesses across California. but what we're doing today is calling on the state to recognize that San Diego attractions are safe to open." 1445
