My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding.  A GoFundMe page was set up to help offset costs; asking ,000.    "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said,   "If I was in his position, I'd go to the police."Despite the pain and his uncertain future.  "I don't have anger at nobody. There's a lot of types of people, gotta fight it and deal with it but no anger, never."Witnesses said the suspect car might be a green Subaru; likely to have front end damage.  No arrests have been made. 1759

SAN DIEGO (KGTV) -- Three men were arrested in Tijuana for the brutal murder of three teens in Mexico, including two from San Diego. The three suspects, identified only as Fabricio, Esteban Manuel and Alejandro were arrested at an unknown time, authorities in Mexico say. 17-year-old Christopher Alexis Gomez and 18-year-old Juan Suarez Ojeda were found shot to death in Tijuana on November 25. Both teenagers attended O'Farrell Charter School in Encanto. Another teen believed to be Ojeda’s friend was also killed. RELATED: Two San Diegans, Mexican teen shot to death in TijuanaGomez’s cousin, Katheryn Garcia, said the two were likely tortured in different locations before being killed execution-style in front of a housing complex. Garcia said her cousin planned to head to a barbecue in Ensenada on Friday. Investigators believe all three teenagers were taken from an apartment complex at gunpoint before being killed. It’s still unknown why the teens may have been targeted. Gomez's family sent 10News the following statement: “As a family we are very conflicted by the events and are still hurting, we miss him dearly and just feel a bit of comfort to know that the people responsible have been caught and that our sweet Alex is getting a bit of justice.”A GoFundMe page was set up to help Gomez’s and Suarez-Ojeda’s families with funeral costs and expenses.According to reports, murders in Tijuana hit a record number in 2018, topping out at more than 2,000. 1476

SAN DIEGO (KGTV) -- The Poway man at the center of a multimillion-dollar Ponzi scheme was sentenced Wednesday to 12 years in prison. Numerous victims spoke to Dougherty via video conferencing due to COVID-19 protocols.In a plea deal, Christopher Dougherty pleaded guilty to grand theft and securities fraud back in March. He also received a white-collar crime enhancement, according to the District Attorney’s office. Prosecutors say there were nearly 50 victims, many who were elderly.He originally faced more than 80 felony counts after his arrest in April 2019.Team 10 first spoke to several alleged victims of Dougherty early last year. They said he stole the money he was supposed to invest for them. Some of his victims met Dougherty through their jobs as educators while he worked as an investment advisor with various school districts.“The lessons we learned from you were beyond the academic acumen. They are about the dark side of life,” said victim Cheryl Biagi during victim impact statements Wednesday afternoon.Biagi said Dougherty not only took money from her, but also her niece and her 91-year-old mother who has since passed away.“We know you are guilty of so much more than securities fraud and grand theft, but we hope when you get out of prison, you make every effort to repay every dime to those people who believed in you,” Biagi said.Investigators said Dougherty offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel, and college tuition.For the first time, Dougherty spoke about his crimes. He offered an apology that lasted roughly 17 seconds.“To everyone, I accept full responsibility for my actions. I want to sincerely apologize to you and your family members and I also want to let you know I did make a mistake and I will not do this in the future. I extremely apologize,” Dougherty said in court.It is an apology that falls short for many victims. Jerry and Diane Cole told Team 10 they lost more than .6 million in the scheme.“This wasn’t money that basically fell out of the sky to us. This was the product of 50 years of our married life together… of working, saving, putting away money,” Cole said.Cole said they have been able to survive, thanks to their children and close friends. They believe Dougherty has no remorse for his crimes.Although Dougherty is ordered to pay restitution, many victims are doubtful they will see their money again.Deputy District Attorney Michael Zachry called this case “extremely egregious.” Zachry said there was over million dollars taken in with million net loss to victims.“It’s more than just money. It’s really their entire lives,” Zachry said. 2731

  

SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911
