BEIJING, Feb. 14 (Xinhuanet) -- The exchange rate against the US dollar is currently at an appropriate level but could fluctuate in the future, Yi Gang, vice-governor of the central bank and head of the State Administration of Foreign Exchange, said on Sunday."In the future, as markets fluctuate and labor productivity changes, the rate will certainly show some fluctuation," he said at a seminar. Last Thursday, the yuan's central parity rate rose to a record high of 6.5849 against the US dollar, after rising for three consecutive trading days, before declining to 6.5952 on Friday.The yuan has appreciated about 3.6 percent against the dollar since mid-June. A report from the US Treasury said earlier that on an inflation-adjusted basis, the appreciation was even higher, at an annual rate of more than 10 percent.US Federal Reserve Chairman Ben Bernanke said last Wednesday that China's recent measures to control inflation by raising interest rates is "surprising" and urged Beijing to let its currency rise in value.Currently the exchange rate is still underestimated by no more than 10 percent, said Lu Mai, secretary-general of the China Development Research Foundation (CDRF).The resilience of exporters to the rising yuan is stronger than previously estimated, which helps to pave the way for more currency reform to liberalize the yuan, he said.In 2007 and 2008, the Chinese currency rose by 7 percent annually against the US dollar, but China's GDP only declined by 0.28 percentage points, with inflation down by 0.42 points and workers' wages up by 0.07 points, according to CDRF research."The figures showed that progressive currency reform since July 2005 was successful, and the government should accelerate the reform and further free the yuan in the next five years to promote healthy, long-term economic development," Lu said.China should keep the proportion of its trade surplus to GDP within 5 percent, and avoid further increasing its huge foreign exchange reserves to allow the currency to settle at a balanced level, he said.China's foreign reserves rose to a record .85 trillion at the end of last year, an 18.7 percent increase year-on-year, according to statistics from the People's Bank of China, the central bank.Yi said he took note of the CDRF findings, but emphasized that further moves depended on both the domestic and international economic situation and appropriate timing.Lu Feng, an economist at Peking University, said now is the right time to deepen currency reform and let the yuan trade at a higher price as inflation is rising.Analysts have predicted that the yuan will appreciate this year as inflation may see the government opt for a rising yuan to lower the cost of purchasing international commodities.Lian Ping, chief economist at the Bank of Communications, predicted the yuan would rise by 5 to 7 percent in 2011.

Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. LOS ANGELES, April 17 (Xinhua) -- Global warming will melt all the ice in the Arctic Ocean every summer, raising earth temperatures even further, researchers at the University of California-Los Angeles (UCLA) warned.The findings, available online Sunday in the April issue of Earth and Planetary Science Letters, a leading journal in geoscience, were based on analysis of the fossilized remains of four-million-year-old mollusks, they said.Two novel geochemical techniques used to determine the temperature at which the mollusk shells were formed suggest that summertime Arctic temperatures during the early Pliocene epoch (3.5 million to 4 million years ago) may have been a staggering 18 to 28 degrees Fahrenheit warmer than today, the researchers said.And these ancient fossils, harvested from deep within the Arctic Circle, may have once lived in an environment in which the polar ice cap melted completely during the summer months, according to the researchers.Such balmy polar weather would certainly melt all the ice in the Arctic Ocean every summer, said Aradhna Tripani, an assistant professor at the UCLA's departments of Earth and space sciences."Our data from the early Pliocene, when carbon dioxide levels remained close to modern levels for thousands of years, may indicate how warm the planet will eventually become if carbon dioxide levels are stabilized at the current value of 400 parts per million," she said.The earth's temperature was raised five to nine degrees Fahrenheit merely by the absence of year-round Arctic ice, according to Tripani.The results of the study lend support to assertions made by climate modelers that summertime sea ice may be eliminated in the next 50 to 100 years, which would have far-reaching consequences for Earth's climate, she said."The Intergovernmental Panel on Climate Change identifies the early Pliocene as the best geological analog for climate change in the 21st century and beyond," said Tripati. "The climate-modeling community hopes to use the early Pliocene as a benchmark for testing models used for forecasting future climate change."

SAN FRANCISCO, April 18 (Xinhua) -- Apple Inc. has sued Samsung Electronics Co. over patent infringement in a latest suit, U.S. media reported Monday.The suit, filed last Friday in U.S. District Court in Northern California, alleged that Samsung's smartphones, such as "Glaxy S 4G" and "Nexus S," and the Galaxy line of tablet computers violated Apple's patent and trademark, according to All Things Digital, a technology and startup company news site."It's no coincidence that Samsung's latest products look a lot like the iPhone and iPad, from the shape of the hardware to the user interface and even the packaging," the report quoted an Apple representative as saying.Intellectual property suits can be often seen among mobile computing rivals, including suits between Microsoft and Motorola, a suit by Oracle against Google, and Apple's patent dispute with Nokia and HTC.Although Samsung supplies chips for a number of Apple products, Apple CEO Steve Jobs once openly mocked Samsung and other tablet makers as "copycats" during the iPad2 launch.
