SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. The city of San Diego also recently approved streamlining complexes with microunits and fewer parking requirements in these areas.The state also has a new law that allows the Housing Commission to make loans for the development of multifamily complexes that are affordable to middle income earners. 10News will dive deeper into solutions for Making it in San Diego on Friday.But until the prices come down, renters like Dickerson will be bracing for when their leases end. "If they go another 0-0 like a lot of places are doing," she said, "I'm probably going to have to move again."How are you dealing with the housing crunch? SAN DIEGO (KGTV) -- The man accused of assaulting a Pacific Beach woman while she slept in her own home was in court for the first time on Monday. Jeffrey Hanze pleaded not guilty to the charges, which include sexual assault during a burglary. The 55-year-old was arrested in L.A. County on October 29th for the crime. Police say Hanze broke into a home in Pacific Beach on October 1st, getting in through an open window, then assaulting a woman while she slept. The woman woke up to the assault and Hanze got away.On Monday, the judge agreed to increase his bail from 0,000 to a million dollars and issued a protective order for the victim. A background check shows Hanze has a criminal record, including two felonies in San Diego County and several sex crimes dating back to 2011 in Arizona. Hanze is due in court again on November 15th.    913

But you might think twice about overspending on Black Friday or Cyber Monday when you take a closer look at the FIRE movement to help you make it in San Diego. Amon Browning and his wife Christina were recently featured on ABC News. The San Francisco couple just retired, and they’re only 40 years old. “I was making ,000 a year, and Christina was making about ,000 a year,” says Amon Browning. In just eight years, they managed to save million by investing 70 percent of their income through a method called FIRE, which is short for Financial Independence, Retire Early. RELATED: Making It in San Diego: Debt-free couple leaves San Diego to fast-track retirementIt sounds impossible, but it’s true.“Have a seat anywhere, it’s fun!” says a smiling Jennifer Mah looking over a crowded San Diego theatre. Mah is the Community Liaison for a local FIRE Chapter in San Diego called Choose FI, as in Financial Independence. It’s a movement that’s growing. “Welcome to the screening of Playing with Fire,” says Mah as the crowd cheers. RELATED: Is retiring in your 40s possible? They gathered to learn what it takes, mostly significant financial sacrifices, to retire early. “The American Dream is getting a college degree, and this job, and this white picket fence. But all of that has this huge debt behind it,” claims a woman interviewed for the documentary.The goal of the film is to get people thinking about where they spend their money. “The consumerism culture is harmful. It really hurts people,” says another man as video of a massive Black Friday rush appears on the big screen.Ultimately, the documentary portrays how consumerism and marketing place so many Americans on the edge of bankruptcy. “We are spending money we don’t have to buy things we don’t need to impress people we don’t know,” says another man in the documentary in an ominous tone. RELATED: The 6 big retirement mistakes — and one way to avoid themBut he’s not that far off. A recent survey from Charles Schwab found 59 percent of adults live paycheck to paycheck. Nearly half, 44 percent, have credit card debt, and only 38 percent have an emergency fund. Those in the Choose FI community are the opposite. “People in the FI Community have a savings rates upwards of 40 percent,” says Mah. Meaning nearly half of their income is going into savings. Everyone in the movement is different in their quest to save and retire early; there’s no one specific way to do it. “Some things that most people cut: really expensive cable, really expensive phone bills, streaming services,” adds Mah. For others, it’s more drastic, like downsizing a house or giving up an expensive car for a used one. RELATED: Living life on their own terms: Couple shares how they retired in their 30's“It’s just about being resourceful, number one, and taking responsibility, number two,” says Kyle Lasota, a young entrepreneur who came to see the documentary. “Until you decide to take responsibility, nothing is going to happen. Everything is always going to be out of your control.”“Even if I don’t reach financial independence, retire early, I think I will be better for trying than not to try at all,” says Mah. The FIRE movement takes a great deal of sacrifice. To be successful like the Brownings, you must reduce spending, pay off your debts, and maximize your savings by setting aside 40 to 60 percent of your income. Finally, you must have 25 times the amount you plan to spend annually in retirement. 3809

  

SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289

  

SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. Upon arrival, police looked through a window and saw a body on the floor. Fang and Cheng had both suffered upper body trauma and were pronounced dead at the scene, police said. Cheng jumped from the Eastgate Mall overpass above Interstate 805, police said. Detectives are searching for a motive in the murder. 891
