Its GDP growth slowed to 9.1 percent in the third quarter from 9.5 percent in the second quarter and 9.7 percent in the first quarter.To tackle the challenges, Wen said the country will boost domestic demand while stabilizing external demand and keep its export policies such as export tax rebates "basically stable" in the coming year.Efforts should also be made to enhance domestic enterprises' competitiveness, promote the transfer of industry to the country's western regions, and develop the international market, especially in emerging economies, he said.He said China will stick to, and further improve upon, the opening-up policy and welcome foreign enterprises to invest in the country, adding that the country will protect intellectual property rights and implement a fair and open bidding approach in terms of government procurement.Wen also demanded efforts be made to encourage private investment in sectors such as railways, public facilities, finance, energy, education and health-care.Furthermore, he urged banks to take concrete action in better serving the real economy and asked financial institutions to enhance support for enterprises while improving management in order to control the capital bubble and prevent risks.Wen said the southern parts of Jiangsu should engage in a comprehensive development strategy to build the province into a forefront of the country's opening-up drive.

"Over the past ten years HIV diagnoses and deaths in New York City have seen a dramatic decline," said Mayor Bloomberg. "Steady progress in our fight against HIV has turned what used to be a death sentence into a disease that can be prevented and, with antiretroviral therapy, managed.The annual death toll from HIV in the city is down by more than a third: 933 deaths in 2009Despite this progress, however, more than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the New York State.Figures from the New York City Health and Hospitals Corporation (HHC) showed that HHC has tested more than one million New Yorkers for HIV since 2005 when the public hospitals and health centers began offering HIV screening as a routine part of medical care for patients aged 13 to 64.

BEIJING, Dec. 10 (Xinhua) -- Pharmaceutical producers will risk having their operation license revoked if they use prohibited chemicals as medicine ingredients or involved in fake drug production, China's drug regulator said in a circular Saturday.The State Food and Drug Administration said it would name and shame pharmaceutical companies if they make phoney medicine and withdraw the operation licenses of pharmacies if they intentionally sell unqualified drugs.The circular came in the wake of several counterfeit medicine scandals uncovered by Chinese police in the past few months.On Nov. 4, police seized more than 65 million imitation medicinal tablets and arrested 114 suspects in a cross-provincial raid on counterfeit drugs.In October, police raided on an illegal drug production and sale network and ended up with the seizure of 190 million yuan (29.9 million U.S. dollars) worth of counterfeit drugs.The suspects were found to have used starch or corn powder as ingredients for bogus medicine, or re-packaged expired pharmaceuticals.Police also found animal feed and chemical pigments in the counterfeit products.
