In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover. IMPERIAL BEACH, Calif. (KGTV) - Surveillance cameras captured a bizarre and dangerous accident in the South Bay. Darell Salondaguit has twelve surveillance cameras posted around his home at the corner of 15th Street and Imperial Beach Boulevard. He was taking a shower around eleven p.m. Monday when he heard a noise. "We heard a really big thud and thought it was cats in the backyard," said Salondaguit.When he woke up Tuesday morning, he discovered his wooden fence, potted plants, and palm tree were severely damaged. When he played back his cameras, he was shocked at what he saw. "Just a tire flying across from over there, crashing through here," described Salondaguit.The tire flew off of a car on Imperial Beach Boulevard, rolled across 15th Street and crashed through his fence. The cameras also show a man and a woman, casually step over the damaged fence, pick up the tire and leave."They had to come through the yard and get their tire, they didn't bother knocking or anything," said Salondaguit.He filed a report with the Sheriff's Department and hopes the people responsible will come forward."It was like really scary, cause I tend to check the plants at nighttime to see if they're properly watered because we have an automatic watering system. If you get a letter in the mail from the IRS, you might want to open it.In an attempt to track down some Americans who did not receive an economic impact check earlier this year, the IRS said on Thursday it is sending 9 million letters to Americans who do not file a traditional tax return.The letter will encourage recipients of the letter to visit the IRS.gov before an Oct. 15 deadline to register for a stimulus check. For most Americans, the checks are worth ,200.“The IRS continues to work hard to reach people eligible for these payments,” said IRS Commissioner Chuck Rettig. “These mailings are the latest step by the IRS to reach as many people as possible for these important payments. We are releasing this state-by-state information so that state and local leaders and organizations can better understand the size of this population in their communities and assist them in claiming these important payments. Time is running out to claim a payment before the deadline.”But the IRS says just because you receive a letter does not automatically make you eligible. To be eligible, the IRS requires that an individual is a US citizen or resident alien, have a work-eligible Social Security Number and can’t be claimed as a dependent on someone else’s return.Americans who earn less than ,200 a year, or married couples earning less than ,400 a year, are not required to submit a federal tax return. These Americans, if they did not apply for a stimulus check, would have been excluded from receiving a check unless they earn another form of government income, such as Social Security.Those who believe they are eligible for a check don’t have to wait for the letter.
